Q.4) While visiting a red light area in the heart of a metropolitan city, which is often known for several illegal activities besides flesh trade, a District Magistrate is appalled by the plight of the sex workers. He wants to do something for the uplift of the sex workers, but finds that there are many powerful vested interests which would make the task impossible. The District Magistrate is clueless what to do. What course of action on his part do you suggest for him and why?

      -Introduction is a bit long…try to shorten…
-Under course of Action – point 4…we can talk about providing skill training, vocational training as livelihood measures and rehabilitation etc…
-To deal with vested interest…”in such cases underworld and bonafide criminals are found to be involved” so only negotiating with them will not work…Legal actions as per the rule of law is equally important…
-Conclusion should summarize the answer…Your conclusion seems a next (new) point…so need to change…
-Overall a good attempt…You could have done more better

“You are bound to disturb something when you take a step forward” By Indira Gandhi
As a District Magistrate,my responsibilities to serve people should be undeterred by the powers who obstruct change.
Basic dignity of life is the right of everyone,Constitution through fundamental rights provide strong backing it.
Prostitution and the apathy of society towards sex workers have long been the issues of neglect in society. This community in true sense exhibits backwardness and alienation from mainstream society.
Following steps shall be taken to facilitate change in the dim light areas.
    1) NGO participation-Organising a meeting with the ngo’s dealing with women issues and taking them on board to devise a policy for bringing these people in mainstream society.
2)Instruction to local urban bodies- Instructions would be issued to local urban bodies to ensure the cleanliness and sanitation of these areas by involving local wards from the area.
3)Skill Development- Encouraging the ngo’s to take up the idea of skill development to these areas ,and ,as and when proposal comes setting up a skill development areas centers in the area.
4)Financial inclusion-Contacting the nearby branch and take up the cause of financial inclusion through banking correspondents in this area.
5)Government Primary schools-will be encouraged to admit the children of these workers and if possible, these women could be appointed as cook for mid day meal purposes.
    6) Medical facilities-NACO directives and mission will be adopted in full measure in these areas for the prevention of hiv aids.
Any drastic change and can happen only when there is support from the top and commitment from bottom hence the initiatives would be shared with state authorities for best practices. As a civil servant i must remain true to my duty towards the society.Fear,,power and duty cannot fit in one line.

      -Good way to introduce…with a philosophical quote…
-Instruction to local bodies…not only for cleanliness but also for providing other facilities…
      -Point 4 – financial inclusion needs justification…
-Point 5 – only few will be incorporated into school work…so not so viable…
-Think of the short term and long term plan….both should be incorporated here…
-You have not mentioned about vested interests…how DM should deal with them…
-Talk about dealing in the line of rule of law apart from moral and ethical actions…which will be a right way to deal with…
      However, a good attempt…

-Introduction is not addressing the question completely…
-I think the question demands only the course of action and justification why such a particular action…Mentioning Pros and cons or merits and demerits will be irrelevant here…
-The courses of action should be taking action on legal ground by involving various NGOs, civil societies, police, political leaders, seniors etc…
      -Bring Conclusion also….
-Your ideas are good…but confined with the limited course of action…
      Suggestion:
Address the demand of the question…and go with the flow of the question…driving in other direction sometimes becomes risky and not always beneficial…because driving in other direction needs high level of expertise to mend, amend and bring the exact conclusion….so its recommended to focus on the demand of the question always…

      -Introduction is good…
-Courses of action mentioned are good…
-Third last para of page 2 – it should be without any fear…please take care of such mistakes…
      -Good Conclusion….
      well written…good approach…keep it up…

-Introduction is incomplete and seems vague…we need to introduce the question directly…mention about stakeholders and value at stake…
-Points under courses of action (1-5) need justification and explanation…incomplete points…
      -No conclusion….
Half hearted approach…need to focus on the question and address all the dimensions asked in the question….

-We don’t need to mention the merits and demerits of the actions here…just talk about the courses of action…and the justification related with the actions…
-You have mentioned only two courses of action…
      -In conclusion…immoral trafficking prevention act…point is incomplete…
You have not fulfilled the demand of the question….

-In introduction…you are talking about the government schemes…not introducing the question….
-Too many grammatical errors in sentence formation…
      -Points are not arranged logically…
-You are not mentioning how will you deal with the vested interests….
-Point 1 is incomplete…2nd course of action hurts the dignity of women…raiding will expose them in media further complicating their situation…
-You can talk about better arrangement of health care services for them…education for their children, skill development, vocational training etc…
-strict legal actions against person with vested interest….etc…
      Suggestion…
Always keep focus on the question while writing answers…address all the dimensions asked in the question….
