Consensus eludes meet on urea subsidy

  1. At present, the subsidy is paid to urea producers and importers, not farmers.
  2. Govt. is mulling to provide DBT to farmers directly.
  3. No decision could be taken on criteria for identifying the eligible farmers.
  4. The criteria of landownership would exclude majority of farmers and result in the emergence of a black market for urea as not all farms require the fertiliser.
