• Due to this, for the common man, bureaucracy denotes routine and repetitive procedures, paper work and delays. This is more because of attitudinal problem of public servants rather than organizational ineffectiveness, because organization is an amalgamation of material, money and human resource.
• The public servant’s attitude is one of indifference and insensitive to the needs of citizens. The end result is that officers perceive themselves as dispensing favors to citizens rather than serving them.
• This restricts the person from fulfilling his/her duty of serving the people and the nation and reduces organization just to wooden, inflexible, self-perpetuating and inward looking system.
• Further the non-performance of the administrative structures, poor service quality and lack of responsiveness and the subjective and negative abuse of authority have eroded trust in governance systems. Also this attitude causes crisis of ethics in public life.

Hence the attitude of people towards organisational vision and mission is more important for the success of program and policies.
