  • Species in news: Neelakurinji

    As visitors keep pouring in to witness the blooming of neelakurinji on a vast area on the Kallippara hills at Santhanpara in Idukki, Kerala, an expert team has identified six varieties of the plant across the region.

    Neelakurinji

    • Kurinji or Neelakurinji (Strobilanthes kunthianus) is a shrub that is found in the shola forests of the Western Ghats in South India.
    • Nilgiri Hills, which literally means the blue mountains, got their name from the purplish blue flowers of Neelakurinji that blossoms only once in 12 years.
    • It is the most rigorously demonstrated, with documented bloomings in 1838, 1850, 1862, 1874, 1886, 1898, 1910, 1922, 1934, 1946, 1958, 1970, 1982, 1994, 2006 and 2018
    • Some Kurinji flowers bloom once every seven years, and then die. Their seeds subsequently sprout and continue the cycle of life and death.
    • The Paliyan tribal people living in Tamil Nadu used it as a reference to calculate their age.

    Threats to Neelakurinji

    • About 1,000 ha of forestland, grantis and eucalyptus plantations and grasslands have been destroyed in the fire.
    • These large-scale wildfires on the grasslands where Neelakurinji (Strobilanthes kunthiiana) blossomed widely last year after a period of 12 years could have wiped out all the seeds of the endemic flowers.
    • There are allegations that the areas coming under the proposed Kurinji sanctuary were set on fire with a motive to destroy the germination of Neelakurinji seeds.

  • Living Planet Report 2022: Wildlife populations decline by 69% in 50 years

    There has been a 69 per cent decline in the wildlife populations of mammals, birds, amphibians, reptiles and fish, across the globe in the last 50 years, according to the latest Living Planet Report by World Wide Fund for Nature (WWF).

    What is Living Planet Report?

    • The Living Planet Report is published every 2 years by the World Wide Fund for Nature since 1998.
    • It is based on the Living Planet Index and ecological footprint calculations.
    • The report is the world’s leading, science-based analysis, on the health of our planet and the impact of human activity.

    Issues raised by various versions of the report

    • The 2018 report found a “decline of 60% in population sizes” of vertebrate species overall from 1970 to 2014.
    • The tropics of South and Central America had an 89% loss compared to 1970.
    • The 2018 report calls for new goals post-2020 alongside those of the Convention on Biological Diversity, the Paris Climate Agreement and the Sustainable Development Goals.
    • The 2020 report says systemic changes are necessary to stop the destruction of global wildlife populations, including a complete overhaul of food production and consumption industries.
    • The 2022 report found that vertebrate wildlife populations have declined by an average of almost 70% since 1970, and attributes the loss primarily to agriculture and fishing.

    What is the Living Planet Index (LPI)?

    • The Living Planet Index (LPI) is a measure of the state of the world’s biological diversity based on population trends of vertebrate species from terrestrial, freshwater and marine habitats.
    • The LPI was adopted by the Convention of Biological Diversity (CBD) as an indicator of progress towards its 2011-2020 targets.
    • It can play an important role in monitoring progress towards the post-2020 goals and targets negotiated at COP15 this December.

  • Eco-Sensitive Zones: SC may take up Kerala’s review

    The Supreme Court has indicated that it may consider taking up Kerala’s review of the Supreme Court’s judgment to have a 1km eco-sensitive zone ringing protected forests, national parks and wildlife sanctuaries across the country.

    What are the Eco-sensitive Zones (ESZs)?

    • Eco-Sensitive Zones (ESZs) or Ecologically Fragile Areas (EFAs) are areas notified by the MoEFCC around Protected Areas, National Parks and Wildlife Sanctuaries.
    • The purpose of declaring ESZs is to create some kind of “shock absorbers” to the protected areas by regulating and managing the activities around such areas.
    • They also act as a transition zone from areas of high protection to areas involving lesser protection.

    How are they demarcated?

    • The Environment (Protection) Act, 1986 does NOT mention the word “Eco-Sensitive Zones”.
    • However, Section 3(2)(v) of the Act, says that Central Government can restrict areas in which any industries, operations or processes or class of industries, operations or processes shall be carried out or shall not, subject to certain safeguards.
    • Besides Rule 5(1) of the Environment (Protection) Rules, 1986 states that central government can prohibit or restrict the location of industries and carrying on certain operations or processes on the basis of certain considerations.
    • The same criteria have been used by the government to declare No Development Zones (NDZs).

    Defining its boundaries

    • An ESZ could go up to 10 kilometres around a protected area as provided in the Wildlife Conservation Strategy, 2002.
    • Moreover, in the case where sensitive corridors, connectivity and ecologically important patches, crucial for landscape linkage, are beyond 10 km width, these should be included in the ESZs.
    • Further, even in the context of a particular Protected Area, the distribution of an area of ESZ and the extent of regulation may not be uniform all around and it could be of variable width and extent.

    Activities Permitted and Prohibited

    • Permitted: Ongoing agricultural or horticultural practices, rainwater harvesting, organic farming, use of renewable energy sources, and adoption of green technology for all activities.
    • Prohibited: Commercial mining, saw mills, industries causing pollution (air, water, soil, noise etc), the establishment of major hydroelectric projects (HEP), commercial use of wood, Tourism activities like hot-air balloons over the National Park, discharge of effluents or any solid waste or production of hazardous substances.
    • Under regulation: Felling of trees, the establishment of hotels and resorts, commercial use of natural water, erection of electrical cables, drastic change of agriculture system, e.g. adoption of heavy technology, pesticides etc, widening of roads.

    What is the recent SC judgment that has caused an uproar in Kerala?

    • On June 3, a three-judge bench of the Supreme Court heard a PIL that sought to protect forest lands in the Nilgiris in Tamil Nadu, but was later expanded to cover the entire country.
    • In its judgment, the court while referring to the 2011 guidelines as “reasonable”, directed all states to have a mandatory 1-km ESZ from the demarcated boundaries of every protected area.
    • It also stated that no new permanent structure or mining will be permitted within the ESZ.
    • If the existing ESZ goes beyond 1-km buffer zone or if any statutory instrument prescribes a higher limit, then such extended boundary shall prevail, the court, as per the Live Law report, said.

    Why are people protesting against it?

    • There is a high density of human population near the notified protected areas.
    • Farmer’s groups and political parties have been demanding that all human settlements be exempt from the ESZ ruling.
    • The total extent of the wildlife sanctuaries in Kerala is eight lakh acres.
    • If one-km of ESZ is demarcated from their boundaries, around 4 lakh acres of human settlements, including farmlands, would come within that purview.

  • Centre to set up Paddy Straw Pellet Units to arrest Stubble Burning

    To prevent stubble burning, the Union Environment Ministry announced a ₹50 crore scheme on to incentivise industrialists and entrepreneurs to set up paddy straw pelletization and torrefaction plants.

    What is Stubble Burning?

    • Stubble (parali) burning is a method of removing paddy crop residues from the field to sow wheat from the last week of September to November.
    • It is usually required in areas that use the combined harvesting method which leaves crop residue behind.
    • This practice mostly carried out in Punjab, Haryana and UP contributes solely to the grave winter pollution in the national capital.

    Emissions from stubble burning

    • The process of burning farm residue is one of the major causes of air pollution in parts of north India, deteriorating the air quality.
    • Stubble burning is a significant source of carbon dioxide (CO2), volatile organic compounds (VOCs), nitrogen oxides (NOx) and hydrocarbons (HC).

    Despite emissions, why do farmers burn stubble?

    • Crop residue burning is practised by the farmers to prepare the land for the next cultivation.
    • The major reason behind the stubble burning is the short time available between rice harvesting and sowing of wheat as delay in sowing wheat affects the wheat crop.
    • Between the harvesting of the paddy crop and the sowing of the next crop, there is only a two to three weeks’ time window is left.
    • Even though farmers are aware that the burning of straw is harmful to health, they do not have alternatives for utilizing them effectively.
    • The farmers are ill-equipped to deal with waste because they cannot afford the new technology that is available to handle the waste material.
    • Therefore, stubble burning is considered one of the cheapest methods to clean the field after the harvesting season.

    • Air Pollution: Stubble burning emits toxic pollutants in the atmosphere containing harmful gases like Carbon Monoxide (CO), methane (CH4), carcinogenic polycyclic aromatic hydrocarbons, volatile organic compounds (VOC). These pollutants disperse in the surroundings and eventually affect air quality and people’s health by forming a thick blanket of smog. Along with vehicular emissions, it affects the Air Quality Index (AQI) in the national capital and NCR.
    • Soil degradation: Soil becomes less fertile and its nutrients are destroyed when the husk is burned on the ground. Organic content of soil is completely destroyed. Stubble burning generates heat that penetrates into the soil, causing an increase in erosion, loss of useful microbes and moisture.

    Alternative solutions

    • Power generation: The available paddy straw can be effectively used for power generation, which will go a long way towards overcoming the problem of disposal of crop residues and power deficit in the region.
    • In-situ decomposition: Suitable machinery for collection, chopping and in situ incorporation of straw is required. We can use Pusa Biodecomposer, Biomethanation etc.
    • Organic manuring: Convert the removed residues into enriched organic manure through composting.

    Conclusion

    • Unless financial assistance is to be provided by the Centre for boosting farm mechanization, it is difficult to completely stop stubble burning.
    • States need to make alternative arrangements for the consumption of paddy straw into the soil as per the directions of the NGT.

    The first World Sloth Bear Day was observed yesterday to generate awareness and strengthen conservation efforts around the unique bear species endemic to the Indian subcontinent.

    Sloth Bear

    • The sloth bear (Melursus ursinus) is an important species and endemic to the Indian subcontinent with small populations in Nepal and Sri Lanka.
    • Classified as “vulnerable” on the IUCN Red List, sloth bears are endemic to the Indian sub-continent and 90% of the species population is found in India.
    • Listed under Schedule I of the (Wildlife Protection) Act of India, 1972, the species has the same level of protection as tigers, rhinos and elephants.
    • Commercial international trade of the sloth bear (including parts and derivatives) is prohibited as it is listed in Appendix I of the Convention on International Trade in Endangered Species (CITES).
    • The sloth bears are omnivorous and survived on termites, ants and fruits.

    Why protect sloth bears?

    • For a long time, sloth bears were exploited as dancing bears. Though the practice has been banned there are still a few cases of rescue.
    • Sloth bears are one of the most aggressive extant due to large human populations often closely surrounding reserves that hold bears.
    • Aggressive encounters and attacks are relatively frequent, though in some places, attacks appear to be a reaction to encountering people accidentally.

  • Urban Challenge, Problems and Solutions

    Context

    • After flooding of major metropolitan cities of Bengaluru, Gurgaon and Delhi following heavy rainfall, the Centre has pointed to two cities – Davanagere and Agartala – as successful examples of cities that have curbed urban flooding.

    Why cities are  so important in India?

    • Drivers of Growth: Urbanisation has played and will continue to play a critical role in India’s growth story in the 21st century.
    • Cities are seen as GDP multipliers: By some estimates, Indian cities already contribute up to 70% of the country’s GDP. Yet, depending on which official estimates you use, India is just 26% or 31% urban. But there is growing evidence that India is more urban than is officially recognized.
    • Cities have more productivity: Well-functioning and diverse cities allow for the sharing and cross-pollination of ideas, which in turn drive greater productivity.

    What are the Urban challenges?

    • Lack of Planning: current urban planning policies and practice have led to suboptimal use of land in Indian cities. This has multiple consequences. There is not enough floor space for accommodating migrants in search of economic opportunities; they make space for themselves in informal settlements. There is also not enough land in the public domain for developing adequate open spaces or augmenting infrastructure capacities.
    • Lack of Housing:The pandemic revealed that the cities’ economies rely on migrant populations in the formal and informal sectors. Workers in both markets move from rural to urban and urban to urban areas as they find better opportunities; they are mobile and need adequate rental options. Today, in most Indian cities, this demand is not met and leads to unaffordable options, pushing the poorer sections out to slums and other informal settlements.
    • Lack of Transport: Indian cities are infamous for their road congestion; three of them rank in the 10 most congested in the world according to the 2020 TomTom Travel Index with Mumbai ranking second. The existing public transportation systems are already overcrowded and of poor quality.
    • Lack of Public health: Like other health crises, the COVID-19 pandemic revealed the need to ensure adequate healthcare services and sanitation infrastructure for a healthy population in cities. In the initial months of the outbreak, the focus of health services shifted entirely towards addressing the novel coronavirus, leaving other health issues unaddressed and shutting down routine care services.
    • Impact on Environment: The causes for low air quality are multiple; vehicular movement and on-road congestion are major contributors. A safe and clean environment is key to good public health.
    • Problems faced by vulnerable sections: The economic shock and work from home guidelines changed migration patterns; workers in cities returned to their home towns and villages. Slum dwellers, with limited access to adequate infrastructure, and migrant workers, disenfranchised from social protection systems or daily wagers, were more vulnerable to this shock. In the medium and long term, it is difficult to predict what the job market will be in cities.

    What can be done to address the urban challenges?

    • Future planning is necessary: Manage the spatial growth of cities and allow them to build more planned road networks for future horizontal expansion and revoke faulty policies that constrain the use of floor space to build vertically.
    • Housing for all scheme is important: Focus on providing public housing for the poor; India can learn from successful models in Singapore or Hong Kong and understand the strategic challenges of other international examples such as Mexico. India can also work toenable efficient rental markets
    • Holistic transport should be focused: Integrate formal and informal modes of transportation into holistic transportation strategies to ensure seamless mobility, as well as first and last mile connectivity.
    • Increasing funds to Cities: Decentralise fiscal powers to the local level and train city authorities so that they can make more strategic decisions in health expenditures or public health infrastructure, as well as gain the capacity to raise their own resources.
    • Need of a healthy Environment: Increase the number of open spaces in the public domain, maintain them and monitor their use. Prepare for disasters with robust framework of physical infrastructures, road networks and large open spaces. Build adequate infrastructure to support the sustainable development of emerging Tier-2 and Tier 3 towns.
    • More attention to vulnerable: Develop more systematic identification mechanisms of the urban poor to ameliorate the delivery of public services and social protection. Collect accurate data on migrant population and capture their socio-economic diversity to better address their needs. Monitor access to services, housing and jobs of the vulnerable communities in real time.

  • Nord Stream Pipeline Leakage: A climate Catastrophe

    • Four leakages were reported at different points in the Nord Stream pipelines, linking Russia and Europe, since September 26. Two of the leaks were in Swedish waters while the other two were reported from Danish waters. The European Union said they suspected “sabotage” behind the leaks.

    What is Nord Stream Pipeline?

    • Nord Stream 1:
    • Nord Stream 1 is the biggest pipeline transporting natural gas between Russia and Europe via Germany.It is a system of offshore natural gas pipelines running under the Baltic Sea from Russia to Germany.
    • Nord Stream 1 is a 1,224 km underwater gas pipeline that runs from Vyborg in northwest Russia to Lubmin in northeastern Germany via the Baltic Sea.
    • Nord Stream 2:
    • Russian threats to choke this gas supply to Europe present an economic threat to Germany.
    • To expand options and double the supply from Russia, Germany decided to build Nord Stream 2.
    • The construction of the $11 billion-worth Nord Stream 2 was completed in 2021 but never began commercial operations.

    • For Germany: Energy prices in Germany, Europe’s largest economy, are among the lowest in the continent because of the cheap gas supplies via Nord Stream 1. This also makes German manufactured goods more competitive in the international market.
    • For European Union: In 2021, Russia supplied nearly 40 per cent of the EU’s natural gas needs through this pipeline. The flows through Nord Stream play a vital role in filling up the national storage tanks of EU. It is crucial to provide the required heating in the upcoming winter.
    • For Russia: Russia is using the supplies via the crucial pipeline as a bargain to navigate its economy through sanctions from the western countries.

    What is the current status of Nord Stream Pipeline?

    • Nord stream pipeline is the largest single supply route for Russian gas to Europe. The Russian state owned gas company Gazprom has a majority ownership in the pipeline.
    • While it was running at just 20% of its capacity since the Russia-Ukraine conflict began, the company, in early September fully cut gas flows from the pipeline on the pretext of maintenance.
    • According to Bloomberg, while 40% of Europe’s pipeline gas came from Russia before Russia Ukraine the war, the number now stands at just 9%.
    • Even though both pipelines were not running commercially, they had millions of cubic metres of gas stored in them.

    The recent leakage in the pipeline

    • Commercial Methane: Measuring satellite firm GHGSat says, that a conservative estimate based on available data suggested that the leaks together were releasing ‘more than500 metric tonnes of methane per hour’ when first breached, with the flow decreasing over time.
    • Biggest methane leakage ever: According to UNEP The leakage from the Nord Stream natural gas pipeline system under the Baltic Sea have led to perhaps the single biggest release of methane ever recorded.
    • Amount of leakage: The rate of leakage at one of the four points of rupture in the pipeline was 22,920 kg per hour. That is equal to burning about 286,000 kg of coal every hour, according to scientists.

    • Possibility of more leakage: With the timeframe for repairs being uncertain, the pipelines were unlikely to provide any gas to Europe in the forthcoming winter months, even if the political will to resume supply was found.
    • Commercial damage: European gas prices spiked after reports of the leaks emerged; European Benchmark prices rose 12% on Tuesday, while Dutch and British Prices continued to rise.
    • Ozone formation: Methane is the primary contributor to the formation of ground-level ozone, a hazardous air pollutant and greenhouse gas, exposure to which causes 1 million premature deaths every year.
    • Green House gas: Methane is also a powerful greenhouse gas. Over a 20-year period, it is 80 times more potent at warming than carbon dioxide.
    • Global warming: Methane has accounted for roughly 30 per cent of global warming since pre-industrial times and is proliferating faster than at any other time since record keeping began in the 1980s.
    • Emission have already increased during the lockdown: According to data from the United States National Oceanic and Atmospheric Administration, even as carbon dioxide emissions decelerated during the pandemic-related lockdowns of 2020, atmospheric methane shot up.

    Why is it important to reduce methane emission?

    • Short lifespan: Carbon dioxide remains in the atmosphere for hundreds to thousands of years. But it takes only about a decade for methane to break down. So, reducing methane emissions now would have an impact in the near term and is critical for helping keep the world on a path to 1.5°C.
    • Human caused methane emissions: Human-caused methane emissions could be reduced by as much as 45 per cent within the decade. This would avert nearly 0.3°C of global warming by 2045, helping to limit global temperature rise to 1.5˚C and putting the planet on track to achieve the Paris Agreement targets.
    • Prevent premature deaths: Every year, the subsequent reduction in ground-level ozone would also prevent 260,000 premature deaths, 775,000 asthma-related hospital visits, 73 billion hours of lost labour from extreme heat and 25 million tonnes of crop losses.
    • Reducing the Agriculture emission: Agriculture and allied activities remains the biggest contributor of methane emission. The UN’s Koronivia Joint Work on Agriculture initiative is supporting the transformation of agricultural and food systems, focusing on how to maintain productivity amid a changing climate. Representatives are also working to mainstream agriculture into the UN Framework Convention on Climate Change.

    Conclusion

    • Nord stream pipeline leakages will further exacerbate the ozone formation, Green House Gas emissions global warming and thereby climate change. In the spirit of Paris climate change agreement nations must act together to rein in the menace of GHG emissions.

    • The PUC certificate is a document that any person driving a motor vehicle can be asked to produce by a police officer in uniform authorized by the state government.
    • These issue certificates if a vehicle is found complying with the prescribed emission norms.
    • Since the Motor Vehicles (Amendment) Act, 2019 came into force, PUC certificate has been made mandatory.
    • A PUC certificate contains information such as the vehicle’s license plate number, PUC test reading, date on which the PUC test was conducted and the expiry date.

    Compliance rules

    • According to Central Motor Vehicles Rules, 1989, every motor vehicle is required to carry a valid PUC Certificate after the expiry of period of one year from the date of its first registration.
    • This includes those conforming to BS-I/ BS-II/ BS-III/BS-IV /BS-VI as well as vehicles plying on CNG/LPG.
    • However, the validity of four-wheeled BS-IV compliant vehicles is one year and for other vehicles it is three months.

    How is a pollution control check carried out?

    • The computerized model for pollution check was developed by the Society of Indian Automobile manufacturers.
    • A gas analyzer is connected to a computer, to which a camera and a printer are attached.
    • The gas analyzer records the emission value and sends it to the computer directly, while the camera captures the license plate of the vehicle.
    • Subsequently, a certificate may be issued if the emission values are within the limits.

    • At the fourth BIMSTEC summit, Prime Minister Narendra Modi announced the opening of the Centre for Bay of Bengal Studies (CBS) at Nalanda University. The launch of the CBS has once again demonstrated India’s commitment to advancing constructive agendas by forging connections and setting up platforms for all those with an interest in the of Bay of Benagl.

    • Commerce hub: The Bay has long been a major commerce hub for the Indian Ocean. It created a conduit between the East and the West in terms for trade and culture.
    • Emerging arena of maritime warfare: An Indo-Pacific orientation and the realignment of global economic and military power towards Asia have had a considerable impact on the Bay region.
    • Communication and Energy: The key sea lanes of communication in this area are lifelines for global economic security and are crucial to the energy security that powers the economies of many countries in the region.Further, non-traditional dangers including terrorism and climate change have become more prevalent.
    • Under water resources: The Bay also provides an opportunity for greater regional cooperation in the environmentally friendly exploration of marine and energy resources. The Bay has a biodiverse marine environment.
    • Fresh water resources: It receives the water from some of the world’s largest rivers. It is a partially enclosed sea that has given rise to several geological characteristics.
    • Ecology: It is home to many rare and endangered marine species and mangroves, which are essential to the survival of the ecology and the fishing sector.

    • Declining ecology: A dead-zone has formed, and the mangrove trees that protect the shore from the fury of nature are under more threat than ever.

    What could be the Solutions?

    For a better knowledge of challenges, and strategies to overcome them for the sustainable development of the region, more focused and inter-disciplinary study is required on these issues.

    • Centre for Bay of Bengal studies: By founding the CBS, Nalanda University has already started its journey and given the nation a unique interdisciplinary research centre devoted to Bay focused teaching, research, and capacity building. Additionally, scholars from many countries and academic streams are already participating in CBS’s first certificate programme on the Bay.
    • Inter-governmental cooperation: It is essential that nautical neighbours develop a partnership and cooperate because of the maritime domain’s interrelated and interdependent nature, transnational character, and cross-jurisdictional engagement of various governments and diverse organisations and enterprises.
    • Maritime connectivity: A few concerns that need immediate attention include expanding cooperation in maritime safety and security, enhancing cooperation on maritime connectivity and the ease of maritime transit, and boosting investment possibilities in the maritime connectivity sector.
    • Illegal activities: The latter subject involves addressing non-traditional threats and fostering group efforts to reduce illicit, unreported, and unregulated fishing.
    • Data sharing: Standardising and harmonising data reporting.
    • Balanced approach: Furthermore regional marine entities should strive to balance opportunities and goals on a national, regional, and international scale.
    • Investment in R&D: Littoral governments need to support and promote skill-building, research, and training.

    • Countries in the Bay of Bengal need to mobilise investments, manage maritime affairs more effectively. Alternative lifestyle should be explored.
