  • Gaps in draft regulations on Extended Producer Responsibility (EPR)

    Context

    In October, the Environment Ministry published draft regulations on Extended Producer Responsibility (EPR), set to come into effect by the end of this year. These regulations denote a backslide, particularly with respect to integration of the informal sector.

    What is EPR?

    • Extended Producer Responsibility (EPR) requires the manufacturer of a product, or the party that introduces the product into the community, to take responsibility for its life cycle.
    • An FMCG company should not only account for the costs of making, packing and distributing a packet of chips, but also for the collection and recycling/reuse of the packet.

    Shortcomings in the guidelines

    The guidelines fall short in three areas: people, plastics and processing.

    [1] Integration of informal sector is lacking

    • By failing to mention waste pickers or outlining mechanisms for their incorporation under EPR, the guidelines are retrogressive.
    • For decades, waste pickers, working in dangerous and unsanitary conditions, have picked up what we throw away.
    • Besides, by diverting waste towards recycling and reuse, waste pickers also subsidise local governments responsible for solid waste management.
    • Further, they reduce the amount of waste accumulating in cities, water bodies and dumpsites and increase recycling and reuse, creating environmental and public health benefits.
    • Between 1.5 and 4 million waste pickers in India work without social security, health insurance, minimum wages or basic protective gear.
    • Suggestions:  An effective EPR framework should address the issue of plastics and plastic waste management in tandem with the existing machinery, minimise duplication and lead to a positive environmental impact, with monitoring mechanisms including penalties for non-compliance.
    • EPR funds could be deployed for mapping and registration of the informal sector actors, building their capacity, upgrading infrastructure, promoting technology transfer, and creating closed loop feedback and monitoring mechanisms.

    [2] The scope of plastic covered need to be altered

    • The EPR guidelines are limited to plastic packaging.
    • There are other multi-material plastic items like sanitary pads, chappals, and polyester that pose a huge waste management challenge today, but have been left out of the scope of EPR.
    • Three categories of plastic packaging: Plastic packaging can be roughly grouped into three categories: recyclable and effectively handled by the informal sector, technologically recyclable but not economically viable to recycle, technologically challenging to recycle (or non-recyclable).
    • [1] Rigid plastics like PET and HDPE are effectively recycled.
    • Suggestion: The government could support and strengthen the informal recycling chain by bridging gaps in adequate physical spaces, infrastructure, etc.
    • [2] Typically flexible plastics like LDPE and PP bags are recyclable, but due to their contamination with organic waste, lightweight, and high volume, the costs of recycling are prohibitively expensive relative to the market value of the output.
    • Suggestion: Market value for these plastics can be increased by increasing the demand for and use of recycled plastics in packaging, thus creating the value to accommodate the current costs of recycling.
    • [3] Multi-layered and multi-material plastics are low weight and voluminous, making them expensive to handle and transport.
    • Since they are primarily used in food packaging, they often attract rodents, making storage problematic.
    • Even if this plastic is picked, recycling is technologically challenging as it is heterogeneous material.
    • The Plastic Waste Management Rules mandated the phase-out of these plastics.
    • However, in 2018, this mandate was reversed.

    [3] Processing technologies need to be closely evaluated

    • Not all processing is recycling.
    • Processes like waste-to-energy, co-processing and incineration have been proven to release carbon dioxide, particulate matter, harmful dioxins and furans which have negative climate and health impacts.
    • While the environmental impact and desirability of these processes continues to be debated, the draft regulations legitimise them to justify the continued production of multi-layered plastics.
    • Technologies like chemical recycling and pyrolysis are capital-intensive, yielding low returns and running into frequent breakdowns and technological problems.
    • They also release carbon dioxide and other pollutants.
    • These end-of-life processes are economically, environmentally and operationally unsustainable.
    • A number of gasification, pyrolysis and other chemical recycling projects have figured in accidents such as fires, explosions and financial losses.

    Way forward

    • Address issues of the informal sector: The consultation process should involve informal workers.
    • Alter the scope of plastics covered: The scope of plastics covered by the guidelines could be altered to exclude those plastics which are already efficiently recycled and to include other plastic and multi-material items.
    • Processing technologies should be closely evaluated: And end-of-life processing technologies should be closely evaluated, based not only on their health and environmental impacts, but also on the implications for continued production of low-quality and multi-layered plastics.

  • How James Webb Telescope seeks to unlock Universe’s Secrets

    Today, NASA’s James Webb Space Telescope (JWST), the largest and most powerful space telescope ever built, will be launched from French Guiana, on the northeast coast of South America on the European Ariane 5 rocket.

    James Webb Space Telescope

    • JWST is a space telescope jointly developed by NASA, the European Space Agency (ESA), and the Canadian Space Agency (CSA).
    • It is planned to succeed the Hubble Space Telescope as NASA’s flagship astrophysics mission.
    • It will conduct a broad range of investigations across the fields of astronomy and cosmology, including:
    1. Observing some of the most distant events and objects in the universe such as the formation of the first galaxies
    2. Detailed atmospheric characterization of potentially habitable exoplanets

    How is it different from other telescopes?

    • JWST is much more powerful and has the ability to look in the infrared spectrum, which will allow it to peer through much deeper into the universe, and see through obstructions such as gas clouds.
    • As electromagnetic waves travel for long distances, they lose energy, resulting in an increase in their wavelength.
    • An ultraviolet wave, for example, can slowly move into the visible light spectrum and the infrared spectrum, and further weaken to microwaves or radio waves, as it loses energy.
    • Hubble was designed to look mainly into the ultraviolet and visible regions of the electromagnetic spectrum.
    • JWST is primarily an infrared telescope, the first of its kind.

    Special features of JWST

    (1) Time machine in space

    • Powerful space telescopes, like JWST or the Hubble Telescope, are often called time machines because of their ability to view very faraway objects.
    • The light coming from those objects, stars or galaxies, which is captured by these telescopes, began its journey millions of years earlier.
    • Essentially, what these telescopes see are images of these stars or galaxies as they were millions of years ago.
    • The more distant the planet or star, the farther back in time are the telescopes able to see.

    (2) Farthest from Earth

    • JWST will also be positioned much deeper into space, about a million miles from Earth, at a spot known as L2.
    • It is one of the five points, known as Lagrange’s points, in any revolving two-body system like Earth and Sun, where the gravitational forces of the two large bodies cancel each other out.
    • Objects placed at these positions are relatively stable and require minimal external energy to keep them there. L2 is a position directly behind Earth in the line joining the Sun and the Earth.
    • It would be shielded from the Sun by the Earth as it goes around the Sun, in sync with the Earth.

    (3) Engineering marvel

    • JWST has one large mirror, with a diameter of 21 feet (the height of a typical two-storey building), that will capture the infra-red light coming in from the deep universe while facing away from the Sun.
    • It will be shielded by a five-layer, tennis court-sized, kite-shaped sunscreen that is designed to block the heat from Sun and ensure the extremely cool temperatures that the instruments are built to operate at.
    • Temperatures on the sun-facing side can get as high as 110°C, while the other side would be maintained at –200° to –230°C.
    • The extremely cold temperatures are needed to detect the extremely faint heat signals from distant galaxies.
    • The mirror as well as the sunscreen is so large they could not have fit into any rocket. They have been built as foldable items and would be unraveled in space.

  • Meendum Manjappai Scheme

    Tamil Nadu CM has launched the ‘Meendum Manjappai’ Scheme to promote the use of cloth bags by the public and discourage the use of plastic bags.

    Meendum Manjappai Scheme

    • This awareness campaign on using ‘yellow’ cloth bag or ‘manjapai’ as it is called in Tamil, is aimed at encouraging the people to return to the use of this eco-friendly bag and discard the plastic bags.
    • Manjal means turmeric in Tamil which has curative power. The manjapai was an integral part of daily life in the past.
    • Traditionally the manjapais were used for shopping, carrying books, ration and even cash.
    • The state government had enforced a ban on the production, use, storage, distribution, transportation or sale of 14 types of plastics with effect from January 1, 2019.

  • Reintroduction of African Cheetahs in India

    Kuno National Park in Madhya Pradesh was all prepped to welcome the African cheetahs — a project that has been a decade in the making — this year. The project has now been postponed, as the new coronavirus variant of concern omicron prompted travel restrictions.

    Confused over Leopard and Cheetah?

    The most common difference between these two animals is the patterns on their coat. At first glance, it may look like they both have spots, but in actual fact, a leopard has rosettes which are rose-like markings, and cheetahs have a solid round or oval spot shape.

    About Asiatic Cheetah

    • Cheetah, the world’s fastest land animal was declared extinct in India in 1952.
    • The Asiatic cheetah is classified as a “critically endangered” species by the IUCN Red List, and is believed to survive only in Iran.
    • It was expected to be re-introduced into the country after the Supreme Court lifted curbs for its re-introduction.
    • From 400 in the 1990s, their numbers are estimated to have reached to 50-70 today, because of poaching, hunting of their main prey (gazelles) and encroachment on their habitat.

    Why reintroduce Cheetahs?

    • Reintroductions of large carnivores have increasingly been recognized as a strategy to conserve threatened species and restore ecosystem functions.
    • The cheetah is the only large carnivore that has been extirpated, mainly by over-hunting in India in historical times.
    • India now has the economic ability to consider restoring its lost natural heritage for ethical as well as ecological reasons.

    Why was the project halted?

    • The court was worried whether the African cheetahs would find the sanctuary a favorable climate as far as the abundance of prey is concerned.
    • Those who challenged the plan argued that the habitat of cheetahs needed to support a genetically viable population.

  • After 50 years, Gharials return to Beas Conservation Reserve

    Gharial ( Gavialis gangeticus ) have been successfully reintroduced the in the Beas River of Punjab where it had become extinct half a century ago.

    One may often get confused between the Mugger, Gharial and the Saltwater Crocodile. Note the differences about their IUCN status, habitat (freshwater/saltwater) etc..

    Gharials

    • The Gharial is a fish-eating crocodile is native to the Indian subcontinent. They are a crucial indicator of clean river water.
    • Small released populations are present and increasing in the rivers of the National Chambal Sanctuary, Katarniaghat Wildlife Sanctuary, Son River Sanctuary.
    • It is also found at the rainforest biome of Mahanadi in Satkosia Gorge Sanctuary, Orissa.
    • Gharials are ‘Critically Endangered’ in the IUCN Red List of Species.
    • The species is also listed under Schedule I of the Wild Life (Protection) Act, 1972.

    Into the wild

    • A major chunk of gharials in India is found in the Chambal River, which has about 1,000 adults.
    • The Ghaghara acts as an important aquatic corridor for gharials in Uttar Pradesh. The river is a major left-bank tributary of the Ganges.
    • Like Uttar Pradesh, Bihar too is releasing gharials in the Valmiki Tiger Reserve as part of restocking the wild population. Unlike crocodiles, gharials do not pose any danger to humans.

    Ambitious project in Punjab

    • The gharial reintroduction in the Beas Conservation Reserve is an ambitious programme of the Punjab government.
    • The reptiles were commonly sighted in the Beas River till the 1960s but later became extinct.

    • The mugger is a marsh crocodile which is found throughout the Indian subcontinent.
    • It is a freshwater species and found in lakes, rivers and marshes.

  • Biological Diversity Amendment Bill, 2021

    The government has introduced the Biological Diversity (Amendment) Bill, 2021 which seeks to facilitate access to biological resources and traditional knowledge by the Indian traditional medicine sector.

    Biological Diversity Act, 2002: A quick recap

    • The BDA, 2002 was enacted for the conservation of biological diversity and fair, equitable sharing of the monetary benefits from the commercial use of biological resources and traditional knowledge.
    • The main intent of this legislation is to protect India’s rich biodiversity and associated knowledge against their use by foreign individuals.
    • It seeks to check biopiracy, protect biological diversity and local growers through a three-tier structure of central and state boards and local committees.
    • The Act provides for setting up of a National Biodiversity Authority (NBA), State Biodiversity Boards (SBBs) and Biodiversity Management Committees (BMCs) in local bodies.
    • The NBA will enjoy the power of a civil court.

    What are the proposed Amendments?

    The bill seeks to reduce the pressure on wild medicinal plants by encouraging the cultivation of medicinal plants. The bill:

    • Biological resources sharing: Exempts Ayush practitioners from intimating biodiversity boards for accessing biological resources or knowledge (Vaids and Hakims)
    • Research promotion: Facilitates fast-tracking of research, simplify the patent application process
    • Decriminalization: Decriminalises certain offences
    • Bring in foreign investment: Seeks to bring more foreign investments in biological resources, research, patent and commercial utilisation, without compromising the national interest

    Need for the Amendment

    • Simplifying process: Concerns were raised by Ayush medicine, seed, industry and research sectors urging the government to simplify, streamline the profession.
    • Easing compliance: They urged govt to reduce the compliance burden to provide for a conducive environment for collaborative research and investments.
    • Access and Benefit-sharing: It also sought to simplify the patent application process, widen the scope of access and benefit-sharing with local communities.
    • Exemptions: Ayush practitioners have been exempted from the ambit of the Act, a huge move because the Ayush industry benefits greatly from biological resources in India.
    • Certain offences: Violations of the law related to benefit-sharing with communities, which are currently treated as criminal offences and are non-bailable, have been proposed to be made civil offences.
    • Imbibing Nagoya Protocol: This bill provides to reconcile the domestic law with free prior informed consent requirements of the 2010 Nayogya Protocol on ABS.

    Criticisms of the bill

    • No consultation: The bill has been introduced without seeking public comments as required under the pre-legislative consultative policy.
    • No profit-sharing: There are ambiguous provisions in the proposed amendment to protect, conserve or increase the stake of local communities in the sustainable use and conservation of biodiversity.
    • Commercialization: Activists say that the amendments were done to “solely benefit” the AYUSH Ministry.
    • Loopholes to Biopiracy: The Bill would mean AYUSH manufacturing companies would no longer need to take approvals.
    • Ignoring Bio-utilization: The bill has excluded the term Bio-utilization which is an important element in the Act.  Leaving out bio utilization would leave out an array of activities like characterization, incentivisation and bioassay which are undertaken with commercial motive.
    • Exotic plants cultivation: The bill also exempts cultivated medicinal plants from the purview of the Act but it is practically impossible to detect which plants are cultivated and which are from the wild.
    • De-licensing: This provision could allow large companies to evade the requirement for prior approval or share the benefit with local communities.

    Back2Basics: Access and Benefit-Sharing

    • India is a party to the Convention of Biological Diversity, and the Nagoya Protocol on Access and Benefit Sharing.
    • It is mandated that benefits derived from the use of biological resources are shared in a fair and equitable manner among the indigenous and local communities.
    • When an Indian or foreign company or individual accesses biological resources such as medicinal plants and associated knowledge, it has to take prior consent from the national biodiversity board.
    • The board can impose a benefit-sharing fee or royalty or impose conditions so that the company shares the monetary benefit from commercial utilisation of these resources with local people who are conserving biodiversity in the region.

  • Govt brings Bill to amend Wildlife Protection Act

    Forests Minister has introduced in Lok Sabha the Wildlife Protection (Amendment) Bill to ensure that the original 1972 Act complies with the requirements of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

    What the Amendment brings in?

    [1] Standing Committee of State Board for Wildlife

    • The Bill proposes reducing the number of schedules and establishing a Standing Committee of State Board for Wildlife.
    • These committees will function like the National Board for Wildlife which is responsible for monitoring protected areas in the country and awarding or denying permission to projects in light of its threat to wildlife.
    • Officials say that in most states, State Wildlife Boards fall under the responsibility of Chief Ministers, and are therefore neglected due to the paucity of time.
    • The state Standing Committees will be able to take decisions on wildlife management and permissions granted for projects, without having to refer most projects to the NBWL.

    [2] Seized Species

    • There is also the insertion of a new section 42A about surrender of wild animals and products.
    • Any article or animal surrendered under this Section shall become property of the State Government and the provisions of Section 39 shall be applicable to it.

    [3] Reducing number of Schedules

    • The Ministry has also rationalized Schedules for Wildlife under the Act, bringing it down from 6 to 4 major schedules.
    • A schedule is a categorization of wildlife depending on how critically endangered they are.
    • A schedule I category of wildlife (such as Tigers) are the highest protected under the Act.

    [4] Wildlife Management Plans

    • The Ministry has mandated that Wildlife Management Plans which are developed for sanctuaries and national parks across the country, will now become a part of the WPA.
    • They will have to be approved by the Chief Wildlife Warden of the state.
    • This will ensure far stricter protection to these protected areas. Earlier they would be protected through executive orders which did not have as much teeth.

    Need for the Amendment

    Ans. Blacklisting by CITES would affect trade in important plant species

    • CITES aims to regulate the international trade of animals and plants so that it does not threaten their survival.
    • This has been a long-standing demand from CITES for the past 25 years.
    • India has been blacklisted by CITES once before, and if a second blacklisting were to happen — then India will no longer be able to trade in important plant specimens.
    • This would affect the livelihood of a large section of Indian society that relies heavily on this trade.

    About CITES

    • CITES stands for the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
    • It is as an international agreement aimed at ensuring “that international trade in specimens of wild animals and plants does not threaten their survival”.
    • It was drafted after a resolution was adopted at a meeting of the members of the International Union for Conservation of Nature (IUCN) in 1963.
    • It entered into force on July 1, 1975, and now has 183 parties.
    • The Convention is legally binding on the Parties in the sense that they are committed to implementing it; however, it does not take the place of national laws.
    • India is a signatory to and has also ratified CITES convention in 1976.

    CITES Appendices

    • CITES works by subjecting international trade in specimens of selected species to certain controls.
    • All import, export, re-exports and introduction from the sea of species covered by the convention has to be authorized through a licensing system.

    It has three appendices:

    • Appendix I includes species threatened with extinction. Trade-in specimens of these species are permitted only in exceptional circumstances.
    • Appendix II provides a lower level of protection.
    • Appendix III contains species that are protected in at least one country, which has asked other CITES Parties for assistance in controlling trade.

    Back2Basics:  Wildlife (Protection) Act, 1972

    • WPA provides for the protection of the country’s wild animals, birds and plant species, in order to ensure environmental and ecological security.
    • It provides for the protection of a listed species of animals, birds and plants, and also for the establishment of a network of ecologically-important protected areas in the country.
    • It provides for various types of protected areas such as Wildlife Sanctuaries, National Parks etc.

    There are six schedules provided in the WPA for protection of wildlife species which can be concisely summarized as under:

    Schedule I: These species need rigorous protection and therefore, the harshest penalties for violation of the law are for species under this Schedule.
    Schedule II: Animals under this list are accorded high protection. They cannot be hunted except under threat to human life.
    Schedule III & IV: This list is for species that are not endangered. This includes protected species but the penalty for any violation is less compared to the first two schedules.
    Schedule V: This schedule contains animals which can be hunted.
    Schedule VI: This list contains plants that are forbidden from cultivation.

  • Zero Budget Natural Farming

    Zero budget natural farming (ZBNF) is back on top of the Government’s agricultural agenda, with PM set to highlight it at a national conclave.

    Zero Budget Natural Farming (ZBNF)

    • ZBNF is a set of farming methods, and also a grassroots peasant movement, which has spread to various states in India.
    • Subhash Palekar perfected it during the 1990s at his farm in Amravati district in Maharashtra’s drought-prone Vidarbha region.
    • According to the “zero budget” concept, farmers won’t have to spend any money on fertilisers and other agricultural inputs.
    • Over 98% of the nutrients that crops require — carbon dioxide, nitrogen, water, solar energy — are already present in nature.
    • The remaining 1.5-2% are taken from the soil, after microorganisms convert them from “non-

    Four Wheels of ZBNF

    The “four wheels” of ZBNF are ‘Jiwamrita’, ‘Bijamrita’, ‘Mulching’ and ‘Waaphasa’.

    • Jiwamrita is a fermented mixture of cow dung and urine (of desi breeds), jaggery, pulses flour, water and soil from the farm bund.
    • This isn’t a fertilizer, but just a source of some 500 crore micro-organisms that can convert all the necessary “non-available” nutrients into “available” form.
    • Bijamrita is a mix of desi cow dung and urine, water, bund soil and lime that is used as a seed treatment solution prior to sowing.
    • Mulching, or covering the plants with a layer of dried straw or fallen leaves, is meant to conserve soil moisture and keep the temperature around the roots at 25-32 degrees Celsius, which allows the microorganisms to do their job.
    • Waaphasa, or providing water to maintain the required moisture-air balance, also achieves the same objective.

    Astra’s of ZBNF against pest attacks

    • ZBNF advocates the use of special ‘Agniastra’, ‘Bramhastra’, and ‘Neemastra’ concoctions.
    • They are based on cow urine and dung, plus pulp from leaves of neem, white datura, papaya, guava, and pomegranates — for controlling pest and disease attacks.

    Is it organic farming?

    • ZBNF uses farmyard manure or vermicompost.

    Issues with ZBNF

    • Cost of labor: The cost of labor for the collection of dung and urine, apart from the other inputs used in the preparation of Jiwamrita, Neemastra or Bramhastra is quit higher.
    • Bovine cost: Keeping cows is also a cost that has to be accounted for. Farmers cannot afford to keep desi cows that yield very little milk.
    • Vulnerability to pest attacks:  ZBNF is scarcely practiced.  The crop grown would be vulnerable to attacks by insects and pests have already become pest-immune.

  • What are Chaperone Proteins?

     

    Chaperones are a functionally related group of proteins assisting protein folding in the cell under physiological and stress conditions.

    What are Chaperones?

    • DNA is a linear chain of nucleotides, portions of which are faithfully transcribed into linear messenger RNA.
    • The message in this RNA is translated into strings of amino acids – proteins.
    • Proteins need to take a precise three-dimensional shape to become functional entities.
    • This protein folding does not happen all by itself, at least most of the time.
    • A special bunch of proteins called molecular chaperones assist in correctly folding the protein.

    Functions of chaperone proteins

    • In biological systems, Chaperones play crucial roles.
    • Many molecular chaperones belong to the class of “heat shock” proteins (or stress-response proteins).
    • This is because whenever an organism is subjected to elevated temperatures – a heat shock – proteins in the system begin to lose their native shapes, and chaperones are produced in large quantities to restore order.

    General need of chaperones

    Chaperones are needed under physiological conditions too, for normal cellular function since misfolding of proteins can cause a number of diseases.

    • Alpha-synuclein protein, present in neurons, is wrongly folded in Parkinson’s disease.
    • Brains of Alzheimer’s patients have plaques formed from aggregates of amyloid beta-peptide.
    • This accumulation of amyloid fibrils is toxic, leading to widespread destruction of neurons – a ‘neurodegenerative’ disorder.
    • Aberrant folding of crystallins of the eye lens leads to cataracts.

    Types of Chaperones

    • Major chaperones in humans include HSP70, HSC70 and HSP90: the numbers express the size of the proteins in kilodaltons.
    • In normal cells 1%–2% of all proteins present are heat shock proteins.
    • This number rises threefold during stressful conditions.

    HSC70: The molecular thermometer

    • HSC70 appears to be more like a molecular thermometer, with an ability to sense cold temperatures.
    • It is induced by heat, whereas HSC70 is always present at high levels in normal cells.
    • This knowledge comes from the study of an intriguing set of disorders, exemplified by Familial Cold Autoinflammatory Syndrome (FCAS).

    HSC70 and HSP90: Role in Cancer

    • Cancer cells divide at a break-neck pace, and heat shock proteins are very important in maintaining the stressful cancerous state.
    • An overabundance of heat shock proteins in cancer cells is an indicator of a poor prognosis. Cancerous cells accumulate mutations in proteins that would normally suppress tumours.
    • HSP70 and HSP90 play the roles of villains, as they continue to fold the mutated proteins, thus allowing tumor progression.

    In a major success for tiger conservation, a photograph of a tiger was captured in a camera trap in West Bengal’s Buxa Tiger Reserve since 1998.

    Buxa Tiger Reserve

    • Buxa Tiger Reserve is a tiger reserve in northern West Bengal, India, covering an area of 760 km2 (290 sq mi).
    • In altitude, it ranges from 60 m in the Gangetic Plains to 1,750 m bordering the Himalayas in the north.
    • Its northern boundary runs along the international border with Bhutan.
    • The Sinchula hill range lies all along the northern side of BTR and the eastern boundary touches that of the Assam state.

    Key features of BTR

    • It is the easternmost extension of extreme bio-diverse North-East India and represents highly endemic Indo-Malayan region.
    • The fragile “Terai Eco-System” constitutes a part of this reserve.
    • The Phibsoo Wildlife Sanctuary of Bhutan is contiguous to the north of BTR.
    • It serves as an international corridor for Asian elephant migration between India and Bhutan.
