Statement I is not correct. According to the 73rd Constitutional Amendment Act, a Panchayat at the intermediate level may not be constituted in a State having a population not exceeding twenty lakh (2 million). For example, Goa does not have Panchayats at the intermediate level. Hence, they do not exist in all States. Statement II is not correct. The minimum age to contest elections and become a member of a Panchayat at any level is 21 years, not 30 years. Statement III is not correct. Under Article 243I of the Constitution, it is the Governor of the State who constitutes a State Finance Commission to review the financial position of the Panchayats and make recommendations. The Chief Minister does not perform this function.
