    The Union Minister of Power and New & Renewable Energy has released the report of State Energy Efficiency Index (SEEI) 2021-22.

    State Energy Efficiency Index

    • The SEEI 2021-22 has been developed by Bureau of Energy Efficiency (BEE) in collaboration with Alliance for an Energy Efficient Economy (AEEE).
    • SEEI 2021-22 consists of 50 indicators (common and programme-specific) spanning 7 sectors – buildings, industry, municipal services, transport, agriculture, DISCOMs, and cross-sector.
    • 36 states and union territories have been assessed for their energy efficiency progress in FY 2020- 21 and FY 2021-22 in SEEI 2021-22.
    • Based on their efforts and achievements, states have been classified as ‘Front runner’, ‘Achiever’, ‘Contender’, and ‘Aspirant’.

    Highlights of the 2021-22 report

    Importance of SEEI

    • It helps states identify areas for improvement, learn from best practices, and adopt an economy-wide approach to energy efficiency implementation.
    • By prioritizing energy efficiency, it aims at driving decarbonization efforts and achieving a more sustainable future.

    Key recommendations of the report

    The report outlines the following recommendations to help states drive change in EE which will contribute towards the fulfillment of SDGs and NDC:

    • Enabling fiscal assistance for energy efficiency in the focus sectors.
    • Developing institutional capacity in states and UTs to address emerging needs and challenges in energy efficiency implementation.
    • Enhancing cross-functional collaborations across financial institutions, energy service companies, and energy professionals in large-scale energy efficiency implementation in states.
    • Mainstreaming energy data reporting and monitoring across sectors.

    Back2Basics: Bureau of Energy Efficiency (BEE)

    • BEE was established by the Government of India on 1st March 2002 under the provisions of the Energy Conservation Act, 2001.
    • The primary objective of BEE is to reduce the energy intensity of the Indian economy by developing policies and strategies based on self-regulation and market principles.
    • BEE coordinates with designated consumers, designated agencies, and other organizations to perform its functions under the Energy Conservation Act.
    • The Energy Conservation Act provides for both regulatory and promotional functions for BEE.
    • BEE’s role includes recognizing, identifying, and utilizing existing resources and infrastructure to promote energy conservation and efficiency.
    • It works towards driving energy efficiency policies and programs at the state and local level, enabling cross-state collaboration and developing energy efficiency program ideas.

     

  • CSIR scientists identify Rare-Earth deposits in AP

    Scientists at the National Geophysical Research Institute (NGRI) in Hyderabad have discovered the presence of rare-earth elements (REEs) in Anantapur district, Andhra Pradesh.

    What are Rare-Earth Elements?

    • Rare-earth elements (REEs) are a group of 17 elements, including lanthanum, cerium, praseodymium, neodymium, yttrium, hafnium, tantalum, niobium, zirconium, and scandium.
    • These elements are widely used in modern electronics, such as smartphones, computers, jet aircraft, and other products, due to their unique magnetic, optical, and catalytic properties.
    • These elements are crucial components in various electronic devices and have industrial applications in sectors like imaging, aerospace, and defense.

    SHORE Project and discovery of REEs

    • The discovery was part of a study funded by the Council of Scientific and Industrial Research (CSIR) under a project called ‘Shallow subsurface imaging Of India for Resource Exploration’ (SHORE).
    • NGRI scientists found enriched quantities of REEs in “whole rock analyses”.
    • Drilling for at least a kilometer deep will help ascertain the consistency of the elements’ presence underground.

    Significance of the discovery

    • The discovery of REEs in Anantapur district is significant as these elements are in high demand worldwide, and their supply is limited.
    • REEs have become a subject of geopolitical concern due to their increasing demand and limited supply.
    • China is currently the world’s largest producer and exporter of rare-earth elements (REEs), accounting for more than 80% of global production.
    • The country has significant reserves of REEs and has invested heavily in mining and processing infrastructure.

  • Bharat 6G project: India plans to roll out high-speed internet by 2030

    Central idea: Despite over 45,000 Indian villages lacking 4G connectivity and ongoing efforts to build out 5G networks, the Indian government has set its sights on 6G.

    Why in news?

    • On March 22, PM Modi unveiled the Bharat 6G Vision Document, aimed at gearing up policymakers and the industry for the next generation of telecommunications.

    What is 6G?

    • 6G is the next generation of wireless telecommunications technology, which is expected to offer significantly faster data speeds, higher bandwidth, and lower latency than 5G.
    • It is still in the development stage, and its commercial rollout is not expected for several years.
    • However, many countries, including India, are already working on developing 6G technology and setting standards for its implementation.

    Differences between 6G and 5G

    • While 6G will offer faster loading times, improved video quality, and faster downloads, like every new generation of technology, it is unclear how much better it will be.
    • With latency already at the speed of light on existing networks, the benefits of 6G will depend on how different groups plan to use the spectrum.
    • Satellite constellations will join telecom towers and base stations, integrating networks and extending them to rural areas.

    Motivations for pursuing 6G

    • Encourage local industry: The Indian government hopes to encourage local manufacturing of telecom gear and support Indian companies and engineers in international discussions around standardization.
    • Avoid delay unlike 5G: India aims to avoid the delay in previous generations of telecommunications technology, which started rolling out in India years after countries like South Korea and the United States.
    • Increased connectivity: Additionally, the lower frequency in 4G networks may not be able to keep up with the demand for traffic with increasing data usage, making 6G a necessity.

    Government Plans for 6G

    • The Indian government plans to financially support “research pathways” to advance connectivity goals and establish an “apex body”.
    • India’s 6G goals include-
    1. Guaranteeing every citizen a minimum bandwidth of 100Mbps
    2. Ensuring every gram panchayat has half TB (terabyte) per second of connectivity, and
    3. Providing over 50 million internet hotspots with thirteen per square kilometre.

    Roadmap for 6G in India

    • The government plans to implement 6G in two phases.
    1. Phase 1 will support explorative ideas, risky pathways, and proof-of-concept tests.
    2. Phase 2 will support ideas and concepts that show promise for global acceptance, leading to commercialisation.
    • It would appoint an apex council to oversee the project and deal with standardisation, identification of spectrum, finances for research and development, and more
    • The council will finance research and development of 6G technologies by Indian start-ups, companies, research bodies, and universities.
    • Key focus of the council will be on new technologies such as Terahertz communication, radio interfaces, tactile internet, and artificial intelligence.
    • Bharat 6G Mission aligns with the national vision of Atmanirbhar Bharat and aims to make India a leading supplier of advanced telecom technologies that are affordable and contribute to the global good.

    Approaches to 6G in Other Countries

    • South Korea plans significant investments in 6G technology development, with a focus on laying the ground for key original technologies and domestic production of core equipment and components.
    • Countries are also starting to work together, with Japan and Germany planning a workshop to work on everything from “fundamental technologies to demonstrations.”
    • Europe’s equivalent of the Indian 6G Vision Document emphasizes leadership in strategic areas and establishing secure and trusted access to key technologies.

  • Issues with new Quality Control Orders for fibres

    • Quality Control Orders (QCO) have been issued for fibres like cotton, polyester, and viscose to control the import of sub-quality and cheaper items and to ensure that customers get quality products.
    • The QCOs are made mandatory for some and yet to be finalized for others.

    What is the move?

    • The Bureau of Indian Standards (BIS) will issue certificate to manufacturers of viscose staple fibre (VSF) who comply with its standards (IS17266: 2019).
    • The hallmark is made mandatory.

    Why are fibres covered under QCOs?

    • The Indian textile and clothing industry consumes both indigenous and imported fibres and filaments.
    • The imports are for different reasons, such as cost competitiveness, non-availability in the domestic market, or to meet a specified demand of the overseas buyer.
    • The main aim of the QCO is to control the import of sub-quality and cheaper items and to ensure that customers get quality products.

    Reasons behind

    • India’s move to introduce a draft of Quality Control Orders (QCO) aims to curb a Chinese import surge and boost exports to western markets.

    What challenges does the new mandate bring?

    • Supply chain disruption: India imports annually 50,000 – 60,000 tonnes of viscose fibre and its variants such as Modal and Tencel LF from nearly 20 countries. In the case of polyester, almost 90,000 tonnes of polyester fibre and 1.25 lakh tonnes of POY (Polyester Partially Oriented Yarn) are imported annually.
    • Unease of doing business: Getting the certificate from the BIS involves a cost and hence not all are interested in getting the certificate.
    • Value chain disruption: The Indian textile manufacturers who are dependent on these suppliers for the raw material will have to either look at other suppliers or lose orders.
    • Material shortage: Some varieties of fibres have special functional properties and separate HS (Harmonised Commodity Description and Coding System) code when imported. The textile industry imports just small quantities of such fibres, and restricting their availability will deny Indian consumers of niche products.
    • Prospected price rise: Several textile units use lower-grade fibres that are generated from rejects and wastes and these are not covered under the QCO.

    Textile industry’s expectation

    • The industry is of the view that the import of speciality fibres that are used as blends with other fibres should be made available without restriction.
    • Any overseas applicant for the BIS certificate should get it without delay after inspection.

    Way forward

    • Polyester-spun yarn mills in the MSME sector need capital support to set up labs to test products.
    • The QCO should be implemented only after the ambiguities are cleared and the anomalies set right, says the industry.

  • Z-Morh tunnel to be ready in April

    The crucial Z-Morh tunnel that connects Gagangir and Sonamarg on the Srinagar-Leh highway will be inaugurated next month in April.

    What is Z-Morh tunnel?

    • Z-Morh tunnel, also known as the Zoji-Morh Tunnel, is an under-construction tunnel located in the Indian state of Jammu and Kashmir.
    • The tunnel is being constructed at an elevation of 11,578 feet and is expected to provide all-weather connectivity to the Kashmir Valley.

    Location

    • The Z-Morh tunnel is located on National Highway 1D, which is the only road that connects the Kashmir Valley to the rest of India.
    • The tunnel is being constructed in the Zoji-Morh region, which is a high-altitude mountain pass located on the Srinagar-Leh Highway.

    It’s Construction

    • The Z-Morh tunnel is being constructed at a length of 6.5 km and is expected to be completed at a cost of around Rs. 2,000 crore.
    • The tunnel will have a two-lane carriageway and will be constructed using the latest tunnelling technology.
    • The project is being executed by the National Highways and Infrastructure Development Corporation Limited (NHIDCL).

    Significance

    • The tunnel is expected to provide all-weather connectivity to the Kashmir Valley, which is currently cut off from the rest of India for several months during the winter season due to heavy snowfall and avalanches.
    • The tunnel will also reduce the travel time between Srinagar and Leh by around four hours, as it will eliminate the need to cross the Zoji-Morh pass.

     


  • Gravity-Operated Electricity Generation from Defunct Mines

    Central idea: Green Gravity is an Australian renewable energy company that has developed a unique scheme to generate electricity. The company’s plan involves using defunct mines, such as the Kolar Gold Fields (KGF) in Karnataka, India, to produce reliable and cost-effective renewable energy.

    The breakthrough: Gravity-Operated Weighted Blocks

    • It uses a weighted block of up to 40 tonnes up to the top of a mine shaft using renewable power during the day when it is available.
    • When backup power is required, the heavy block will fall under gravity, powering a generator via a connected shaft or rotor.
    • The depth to which the block falls can be determined via a braking system, giving control over the amount of power produced.

    Comparison to Pumped Hydropower Storage

    • Green Gravity’s approach is similar to the well-established approach of “pumped hydropower” storage.
    • In this approach, water is pumped upstream electrically into a reservoir and released downhill to move a turbine and produce electricity when needed.

    Need for such technology

    • Renewable energy, such as solar and wind power, often faces the challenge of being unreliable during nights or windless days.
    • Charging a battery for backup power is very expensive and inefficient.

    Advantages of Weighted Blocks over Water

    • Using weighted blocks instead of water means that decommissioned mines can be put to use, and the environmental costs and challenges of moving water up can be avoided.
    • This approach can also mean less reliance on coal-produced power and access to reliable power.

    Potential Use in KGF

    • The Kolar Gold Fields in Karnataka, India, is an iconic but defunct gold mine that has the potential to be used for renewable energy production.
    • The weighted block apparatus could produce up to thousands of megawatt-hours of power from the mine’s deep shafts, some of which run nearly 3,000 metres.

  • Call Before u Dig Application

    Prime Minister has launched the ‘Call Before u Dig’ (CBuD) app, to facilitate coordination between excavation agencies and underground utility owners to prevent damage to utilities due to digging.

    Call Before u Dig (CBUD)

    • The app is an initiative of the Department of Telecommunications, Ministry of Communications.
    • Uncoordinated digging and excavation causes damage to underlying assets like optical fibre cables, leading to losses of about Rs 3,000 crore every year.
    • The app aims to prevent damage to utilities due to digging.
    • It will save potential business loss and minimise discomfort to citizens due to reduced disruption in essential services like road, telecom, water, gas and electricity.

    How does the app work?

    • The CBuD app connects excavators and asset owners through SMS/Email notifications and click-to-call.
    • It ensures planned excavations in the country while ensuring the safety of underground assets.
    • Excavating companies can inquire about existing subsurface utilities before starting excavation work.
    • Utility owners can find out about impending work at the location.

  • PM MITRA Scheme: 7 States to get textile parks

    The Centre has selected seven states in India to set up new textile parks under the PM MITRA (Mega Investment Textiles Parks) Scheme.

    What is PM MITRA Scheme?

    • The scheme was announced in October 2021, and the parks will be established by 2026-27.
    • MITRA aims to enable the textile industry to become globally competitive, attract large investments, and boost employment generation and exports.
    • It will create world-class infrastructure with plug and play facilities to enable create global champions in exports.
    • It will be launched in addition to the Production Linked Incentive Scheme (PLI).
    • It will give our domestic manufacturers a level-playing field in the international textiles market & pave the way for India to become a global champion of textiles exports across all segments”.

    Its implementation

    • An special purpose vehicle (SPV) owned by Centre and State Government will be set up for each park, which will oversee the implementation of the project.
    • The Ministry of Textiles will provide financial support in the form of Development Capital Support up to ₹500 crore per park to the Park SPV.
    • A Competitive Incentive Support (CIS) up to ₹300 crore per park to the units in PM MITRA Park shall also be provided to incentivize speedy implementation.
    • Convergence with other Government of India schemes shall also be facilitated in order to ensure additional incentives to the Master Developer and investor units.

    Envisaged Benefits

    • The parks will boost the textiles sector in line with 5F (Farm to Fibre to Factory to Fashion to Foreign) vision.
    • The Centre envisages an investment of nearly ₹70,000 crore into these parks, with employment generation for about 20 lakh people.
    • The parks will function as centres of opportunity to create an integrated textiles value chain, right from spinning, weaving, processing, dyeing and printing to garment manufacturing, all at a single location.

    Need for such scheme  

    • Textile industry is critical to India’s economy, employing 4.5 crore people and contributing 7% of GDP. Despite its potential, the industry is facing challenges that need to be addressed.
    • The unorganized textile industry in the country increased wastage and logistical costs, impacting the competitiveness of the country’s textile sector.

    Challenges Faced by India’s Textile Industry

    • High input costs due to high taxes and tariffs, inadequate infrastructure, and a lack of skilled labor.
    • Competition from cheaper imports (ex. from Bangladesh) and a growing informal sector.
    • Environmental concerns related to the industry’s high water usage, pollution, and hazardous waste disposal.
    • The pandemic further disrupted supply chains and led to reduced demand.

    Conclusion

    • PM MITRA Parks represent a unique model where the Centre and State Governments will work together to increase investment, promote innovation, create job opportunities and ultimately make India a global hub for textile manufacturing and exports.

    • The Union Budget 2023 has increased the PM Gati Shakti National Master Plan’s budget from ₹5,000 crore to ₹10,000 crore and allocated ₹2.4 lakh crore to the Indian Railways. This plan aims to improve India’s logistics competitiveness by increasing the railways’ share in freight movement from 27% to 45% and addressing infrastructural challenges. However, several challenges such as operational and connectivity issues, infrastructural challenges, and lack of integration need to be addressed to achieve these targets.

    • Comprehensive development: It is a comprehensive infrastructure development plan announced by the Government of India in November 2021.

    The Freight Movement at Present

    • Freight movement Impact: Currently, 65% of freight movement is done by road transport, leading to congestion, pollution, and increased logistics costs.
    • convenience over cost: Although the cost of rail transportation is less than road transportation, convenience has taken precedence over cost, and the railways have lost their share in freight movement to more flexible modes.
    • For instance: In 2020-21, coal constituted 44% of the total freight movement of 1.2 billion tonnes, followed by iron ore (13%), cement (10%), food grains (5%), fertilizers (4%), iron and steel (4%), etc.
    • Non-bulk commodities: Transportation of non-bulk commodities accounts for a very small share in the rail freight movement
    • Rise in Container Traffic: The convenience of moving non-bulk commodities in containers has led to an increase in containerized traffic. Globally, railway systems are heavily investing in advanced rail infrastructure for quick and low-cost container movement.

    Infrastructural, Operational, and Connectivity Challenges

    • The national transporter faces several challenges, leading to a shift of freight traffic to roads.
    • Infrastructure: Increased transit time by rail, pre-movement and post-movement procedural delays, lack of necessary terminal infrastructure, maintenance of good sheds and warehouses, and uncertain supply of wagons are some of the infrastructural challenges that customers face.
    • Connectivity: The lack of integrated first and last-mile connectivity by rail increases the chances of damage due to multiple handling and also increases the inventory holding cost.

    Strategies to Improve Efficiency in Rail Cargo Movement in India

    • Overall improvement: The Indian Railways need to improve infrastructure and encourage private participation in the operation and management of terminals, containers, and warehouses to efficiently utilize resources.
    • Special Entity Needed: Establishing a special entity under the railways to handle intermodal logistics in partnership with the private sector could address the first and last-mile issue faced by the railways.
    • For instance: An integrated logistics infrastructure with first and last-mile connectivity is essential to make rail movement competitive with roads, and facilitate exports by rail to neighbouring countries such as Nepal and Bangladesh.
    • An Uber like model: An Uber-like model for one of the two cargo wagons, wherein the customer can book the wagon using an online application, could help in increasing the utilization rate of these wagons.

    Way ahead

    • The adoption of railways for cargo movement is crucial to improve India’s logistics competitiveness.
    • The Indian Railways are upgrading their infrastructure with PM Gati Shakti, but a continuous monitoring of existing projects and identification of new priority areas are required to achieve the targets of rail freight movement.
