The first part of the answer is OK.
But the theme of the 2nd part needs relook. reason being, it is not adhering to the demands of the question.
The directions of way forwards and discussion on “highlighted needs for governance and polity reforms in western dominated financial institutions” are same. Both subheadings are talking of the reforms needed. Instead your discussion before way forward should have two sub headings:
1. What are the issues with old institutions? (Mention their challenges)
2. Briefly discuss how are the new institutions going to impact the older ones.
Then go ahead with your way forwards.
Way forwards are exhaustive and on right track.

But there are other aspects of man made disasters in urban spaces like fires, infrastructure collapse, stampede and crowding issues (like in Amritsar Rail accident), frequent road accidents due to poor planning etc.
Keep this in mind. So next time, focus on these issues as well as in both parts (challenges and way forwards)

Instead the proper direction was:
In the intro, give a brief background of Bretton Woods system as well as the advent of new financial system in the eastern part of the World.

In the 1st part of the answer discuss the issues with these old institutions like IMF, WB etc.

Briefly discuss some of the new financial institutions and how are they going to impact the older ones.

In the way forward, suggest governance and policy reforms in these old institutions and end the answer with decent conclusion. Try to be specific with your solutions and avoid general statements

Please write in clear manner otherwise it will affect your marks in Mains exams as well.

Towards the end, simply mention that “due to their inaction on governance front and western biasness, these institutions are facing challenges from the new financial institutions from Eastern Hemisphere.” Hence simple statements like these will link yoir intro to the topic and will enhance your answer.
The main body of the answer is quite good. But there is no way forwards for the reforms in these institutions. The issue of governance and policy reforms are clearly mentioned in the question.
Secondly, you do not need to discuss issues in new financial institutions. That is outside the domain of the issue as of now.

Give a little bit of intro indicating the issues involved in the case study and who are the actors in it.
Your discussion in (a) lacks coherence with the demand. the theme of the discussion should simply be this:
“It is their natural and human right to choose, question and examine and also to decide. Nevertheless the problem is in attitude of both. Men do not want to lose their position of primacy in social hierarchy while sometimes some (feminist) women who are proactive in exercising their liberty lose sense of proportion and go up to the extent of teasing or provoking the male society.”

Similarly, you have to cover the societal aspects as well in (b). Right now you have covered only legal basis of openness. Do mention some of the recent incidents in urban spaces which can be termed as man made disaster.

But there are other aspects of man made disasters in urban spaces like fires, infrastructure collapse, stampede and crowding issues (like in Amritsar Rail accident), frequent road accidents due to poor planning etc.
Keep this in mind. So next time, focus on these issues as well as in both parts (challenges and way forwards)
You have mentioned majorly infrastructural aspects of urban development but missed to discuss the governance issues and lack of vigilance on the parts of urban governing bodies like frequent inspections, due diligence before passing any project, corruption, lack of political will to introduce reforms in urban development by the ULBs, shortage of human as well as technical resources etc

For example in “private space” women can choose to be more open, proximate and free with their choices and male partners; in the “social space” they need to be conscious about social values and customs because even if women are well within their “right” to be what they like, there is chance of explicit or hidden conflict with the surrounding which is not ready for “new ways.” The basic idea is “society is changing but the pace is slow…so we have to respect this fact and not hurry up with reforms for which society may not be ready at that time and juncture”
