Intro is fine, issues inherited are also okay, low subsidies point can be avoided, because the state has provided considerable support under UDAY scheme other than the conditional subsidy for performance.
Other points are fine.
Some drawbacks of this scheme can also be mentioned- prescriptive approach, lack of regulatory oversight etc
Opportunities part is fine,reduction in power loss, strengthening networks especially of rural areas, disbursing low cost electricity to agri sector under PM-KUSUM and the need to focus on implementation can also be mentioned.
