    Scientists have found the skull of a 99-million-year-old flying dinosaur that is tinier than the tiniest bird known to humans.

    • The bird-like dinosaur was found stuck in a gob of tree resin that eventually hardened into amber, preserving it for millions of years to come.
    • The fossil was dug up in 2016 from a mine in Myanmar. It was so slight; it likely weighed just 2 grams.
    • The dinosaur skull holds around 100 sharp teeth, which hints at its ferocious nature despite its small size.
    • It even had teeth in the back of its jaw, under its eye.

     

  • New environment impact norm cuts time for public hearing

    A set of key updates to India’s Environment Impact Assessment (EIA) Act has been proposed to reduce the time given to people to air objections.

    Features proposed by the amendment

    • The draft EIA notification proposes to be an update to the EIA of 2006, which specifies a “minimum of 30 days” for people to respond.
    • The current version of the update, which will likely become law in 60 days, gives a “minimum of 20 days” of notice period.
    • The public hearing process is considered a key component of the EIA. An organisation has to submit a detailed plan, as part of the EIA process that details the nature, need, potential impact and remedial measures, if their proposed infrastructure project threatens to significantly impact a region.
    • It also requires that the public-hearing process be wrapped up in 40 days, as opposed to the existing norm of 45 days.

    Environmental Impact Assessment (EIA) in India

    • EIA is a management tool to minimize adverse impacts of developmental projects on the environment and to achieve sustainable development through timely, adequate, corrective and protective mitigation measures.
    • The MoEFCC uses EIA Notification 2006 as a major tool for minimizing the adverse impact of rapid industrialization on the environment and for reversing those trends which may lead to climate change in long run.
    • EIA has now been made mandatory under the Environmental (Protection Act, 1986 for 29 categories of developmental activities involving investments of Rs. 50 crores and above.

    EIA stages

    1. Screening: This stage decides which projects a full or partial assessment need study.
    2. Scoping: This stage decides which impacts are necessary to be assessed. This is done based on legal requirements, international conventions, expert knowledge and public engagement. This stage also finds out alternate solutions that avoid or at least reduce the adverse impacts of the project.
    3. Assessment & evaluation of impacts and development of alternatives: This stage predicts and identifies the environmental impacts of the proposed project and also elaborates on the alternatives.
    4. EIA Report: In this reporting stage, an environmental management plan (EMP) and also a non-technical summary of the project’s impact is prepared for the general public. This report is also called the Environmental Impact Statement (EIS).
    5. Decision making: The decision on whether the project is to be given approval or not and if it is to be given, under what conditions.
    6. Monitoring, compliance, enforcement and environmental auditing: This stage monitors whether the predicted impacts and the mitigation efforts happen as per the EMP.

    Scope of Environmental Clearance (EC)

    • Environmental clearance is required in respect of all new projects or activities listed in the Schedule to the 2006 notification and their expansion and modernization, including any change in product –mix.
    • Since EIA 2006 the various developmental projects have been re-categorised into category ‘A’ and category ‘B’ depending on their threshold capacity and likely pollution potential.
    • They require prior EC respectively from MOEFCC or the concerned State Environmental Impact Assessment Authorities (SEIAAs).
    • Where state level authorities have not been constituted, the clearance would be provided by the MOEFCC.
  • Species in news: Red Panda

     

     

    According to a report by the TRAFFIC report, there has been a considerable reduction in the poaching of Red Panda (ailurus fulgens). The report also recommended trans-boundary law enforcement co-operation through the use of multi-government platforms like SAWEN (South Asia Wildlife Enforcement Network).

    IUCN Red List Status: Endangered

    • The red panda (Ailurus fulgens) is a mammal native to the eastern Himalayas and southwestern China.
    • Its wild population is estimated at fewer than 10,000 mature individuals and continues to decline due to habitat loss and fragmentation, poaching, and inbreeding depression.
    • Despite its name, it is not closely related to the giant panda
    • The animal has been hunted for meat and fur, besides illegal capture for the pet trade.
    • An estimated 14,500 animals are left in the wild across Nepal, Bhutan, India, China and Myanmar.
    • About 5,000-6,000 red pandas are estimated to be present in four Indian states – Arunachal Pradesh, Meghalaya, Sikkim and West Bengal.
    • The diminishing habitat is a major threat to the species which is a very selective feeder and survives on selected species of bamboos.

    About South Asia Wildlife Enforcement Network (SAWEN)

    • SAWEN is a Regional network is comprised of eight countries in South Asia: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.
    • It aims at working as a strong regional intergovernmental body for combating wildlife crime by attempting common goals and approaches for combating illegal trade in the region.
    • The South Asia region is very vulnerable to illegal traffic and wildlife crimes due to the presence of precious biodiversity and large markets as well as traffic routes for wildlife products in the south East Asian region.
    • The collaboration in harmonizing as well as enforcing the wildlife protection in the region is considered very important for effective conservation of such precious biodiversity.
    • India adopted the Statute of the SAWEN and became its formal member in 2016.

    TRAFFIC

    • The TRAFFIC, the Wildlife Trade Monitoring Network, is a leading non-governmental organisation working on wildlife trade in the context of both biodiversity conservation and sustainable development.
    • It is a joint program of World Wildlife Fund (WWF) and the IUCN.
    • It aims to ensure that trade in wild plants and animals is not a threat to the conservation of nature.
    • The TRAFFIC is governed by the TRAFFIC Committee, a steering group composed of members of TRAFFIC’s partner organizations, WWF and IUCN.
    • TRAFFIC also works in close co-operation with the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

    Union HRD Minister along with senior women officers of the Ministry planted a sapling in memory of Gaura Devi, Chipko Activist in New Delhi.

    Gaura Devi

    • Gaura Devi was born in 1925 in a village named Lata in the state of Uttarakhand. She moved to a nearby village named Reni by the Alaknanda River.
    • She was elected to lead the Mahila Mangal Dal (Women’s Welfare Association) in the wake of the Chipko movement. The organization worked on the protection of community forests.

    Her contributions in Chipko Movement

    • Gaura Devi came to notice in 1974 when she was told that local loggers were cutting the trees.
    • The men of Reni village had been tricked out of the village by news that the government was going to pay out compensation for land used by the army.
    • She challenged the men to shoot her instead of cutting down the trees and she described the forest with her maika (mother’s house).
    • They managed to halt their work by hugging the trees despite the abuse of the armed loggers.
    • They kept guard of the trees that night and over the next three or four days other villages and villagers joined the action. The loggers left leaving the trees.

    Impact

    • After this incident, the Uttar Pradesh Government established a committee of experts to investigate the issue of felling of trees, and the lumber company withdrew its men from Reni.
    • The committee stated that the Reni forest was an ecologically sensitive area and that no trees should be felled there.
    • Thereafter the government of Uttar Pradesh placed a 10-year ban on all tree-felling in an area of over 1150 km².
  • [pib] Law for Rain Water Harvesting

     

     

    The Ministry of Housing & Urban Affairs has issued the Model Building Bye Laws, 2016 for guidance of the States/UTs and has a chapter on ‘Rainwater Harvesting’.

    Why such move?

    • These laws aim to regulate the over-exploitation and consequent depletion of ground water.
    • It would enable States/UTs to enact suitable ground water legislation for regulation of its development, which includes provision of rain water harvesting.

    About the Bye Laws

    • 33 States/UTs have adopted the rainwater harvesting provisions.
    • The provisions of this chapter are applicable to all the buildings.

    Various provisions

    • As per Model Building Bye Laws- 2016, provision of rainwater harvesting is applicable to all residential plots above 100 sq.m.
    • Water being a State subject, initiatives on water management including conservation and water harvesting in the Country is primarily States’ responsibility.
    • So the implementation of the rainwater harvesting policy comes within the purview of the State Government/Urban Local Body / Urban Development Authority.

    Groundwater governance in India

    • Central Ground Water Authority (CGWA) has been constituted under Section 3(3) of the ‘Environment (Protection) Act, 1986’ for the purpose of regulation and control of groundwater development and management in the Country.
    • CGWA is regulating ground water withdrawal by industries/infrastructure/ mining projects in the country for which guidelines/ criteria have been framed which includes rainwater harvesting as one of the provisions while issuing No Objection Certificate.

    In an all India coordinated project, efforts are on to produce bio-gas for kitchen use and quality manure for fields using bio-methanation of rice straw by anaerobic digestion method. Six domestic level paddy straw-based bio-gas plants have been installed in Punjab for field trials and further study is in progress.

    What is Biomethanation?

    • It is a process by which organic material is microbiologically converted under anaerobic conditions to biogas.
    • Three main physiological groups of microorganisms are involved: fermenting bacteria, organic acid oxidizing bacteria, and methanogenic archaea.
    • Biomethanation has strong potential for the production of energy from organic residues and wastes. It will help to reduce the use of fossil fuels and thus reduce CO(2) emission.

    How it works?

    • Microorganisms degrade organic matter via cascades of biochemical conversions to methane and carbon dioxide.
    • Syntrophic relationships between hydrogen producers (acetogens) and hydrogen scavengers (homoacetogens, hydrogenotrophic methanogens, etc.) are critical to the process.
    • A wide variety of process applications for biomethanation of wastewaters, slurries, and solid waste have been developed.
    • They utilize different reactor types and process conditions (retention times, loading rates, temperatures, etc.) in order to maximize the energy output from the waste and also to decrease retention time and enhance process stability.
  • Species in news: Swamp Wallaby

     

    Researchers reported that the swamp wallaby, a marsupial related to the kangaroo, is pregnant throughout its adult life. It typically conceives a new embryo days before delivering the newborn from its previous pregnancy.

    IUCN Status: Least Concerned

    • The swamp wallaby is a small macropod marsupial of eastern Australia. It is likely the only mammal pregnant and lactating all lifelong.
    • Female wallabies and kangaroos have two uteri and two separate ovaries.
    • At the end of a pregnancy in one uterus, a new embryo develops in the other uterus.
    • Kangaroos and wallabies regularly have an embryo in the uterus, a young joey in the pouch, and a third semi-dependent young at foot, still drinking its mother’s milk.

    How it is different from Kangaroo?

    • In kangaroos, the new embryo is conceived a day or two after the previous birth.
    • In the swamp wallaby (Wallabia bicolor), the new conception happens one or two days before the previous joey is delivered.

    What happens after?

    • As soon as the mature foetus is born and settles in the pouch, the swamp wallaby arrests the development of the new embryo.
    • This is called embryonic diapause, which happens in many animals to pause reproduction until the conditions are right — season, climate, food availability.
    • For wallabies, this is also to ensure that the new one is born only when the pouch is free again.
    • If this did not happen, the swamp wallaby would be birthing new young every 30 days — it has a short gestation period — and its pouch could not support that.
  • Hazards of using fertilizers in Punjab

    Studies have pegged consumption of phosphatic fertilizers in Punjab at ten times higher than the national average. Thence media has consistently reported on cancer deaths in the Malwa region of Punjab.

    What are phosphatic fertilizers?

    • Phosphatic fertilizers are chemical substances that contain the nutrient phosphorus in an absorbable form (Phosphate anions) or that yield after conversion in the soil.
    • Phosphates help plants store energy, root well, flower and produce fruit.
    • The DAP or Diammonium Phosphate is the widely used phosphatic fertilizer in our country.
    • The total fertilizer consumption in India is 27 million tones, out of which about 20-25 per cent of phosphorous and nitrogen-based nutrients are dependent on imports from the United States, Jordan, Iran, Oman, China, Russia, Morocco, Israel, Lithuania and Egypt.

    Hazards of phosphatic fertilizers

    • Pursuant to the disquieting reports from the area, BARC in 2013 analysed fertilizer and soil samples from the Malwa region and discovered heavy concentration of Uranium.
    • According to the report, Uranium concentration in DAP was around 91.77 parts per million (ppm), which was way beyond the permissible limit.
    • It is also a fact that the fertiliser industry in India does not follow all procedures and protocols essential for decontamination of imported phosphatic rock associated with traces of Uranium.
    • There is yet another theory which does not support the fertiliser route for Uranium ingestion through food chain, but emphasises on the geogenic factors for the possible presence of Uranium in the groundwater samples.
    • Higher concentrations of Uranium are present in certain types of soils and rocks, especially granite.
    • All the three isotopes of Uranium (U-234, U-235, U-238) have a half-life period ranging from 0.25 million years to 4.47 billion years, indicating their relative stability.

    Increasing Uranium contamination

    • Presence of Uranium is widespread, and according to the United Nations Scientific Committee on the Effects of Atomic Radiation, its normal concentration in soil is between 300 microgram per kg (ug/kg) and 11.7 milligram per kg (mg/kg).
    • In the Indian context, contamination of Uranium in Punjab’s groundwater has been a problem since the early 2000s.
    • High levels of uranium found in the fertile Malwa region along with industrial effluents leads to a bigger problem as it contaminates the groundwater.
    • The presence of bicarbonates, nitrate, chloride anions and soil is calcareous since the carbonic acid created in the process enhances leaching efficiency of uranium from soils and sediments.

    Matter of urgent importance

    • With no guidelines or acceptable standards by Central Pollution Control Board (CPCB) regarding the amount of uranium in fertilizers produced in India, we are on a dead track.
    • Authorities’ concerned need to take cognizance and invest in less expensive R&D of the decontamination process.
    • At the same time, it is also necessary to specify the acceptable limit of Uranium in groundwater.

  • Bharat Stage (BS) VI emission norms

    Oil marketing companies have informed that there will definitely be a marginal increase in retail prices of the fuels from April 1. Starting April 1, Bharat Stage (BS) VI emission norms come into force. This will be an upgrade on the currently prevalent BS-IV and BS-III norms.

    Why rise in Oil prices?

    • In effect, as India moves up the BS scale, automobiles become cleaner and greener but fuel will go costly.
    • Oil refiners have invested heavily to upgrade their refineries to produce the cleaner, BS-VI compliant fuel.
    • The increase in the pump price of fuel will partially offset this cost that the oil marketing companies have paid.
    • In effect, consumers will have to pay a little extra for auto fuel that is cleaner, and which, ultimately, is expected to lead to cleaner air.

    The BS norms

    • The BS emission standards are norms instituted by the Indian government to regulate the output of air pollutants from internal combustion engine equipment, including motor vehicles.
    • India has been following the European (Euro) emission norms, although with a time lag.
    • The more stringent the BS norm, lower is the tolerance for pollutants in automobile tailpipe emissions. Lower tailpipe emissions are the function of both more efficient engines, and cleaner fuels.

    How is BS-VI fuel different from BS-IV fuel?

    • The main difference between BS-IV and BS-VI (which is comparable to Euro 6) is in the amount of sulphur in the fuel.
    • The lower the sulphur, the cleaner the fuel, so BS-VI fuel is essentially low-sulphur diesel and petrol.
    • BS-VI fuel is estimated to bring around an 80% reduction in sulphur content — from 50 parts per million (ppm) to 10 ppm.
    • Also NOx emissions from diesel cars are expected to come down by nearly 70% and, from cars with petrol engines, by 25%.

    How will things change with the new fuels?

    • Cleaner fuel alone will not make a dramatic difference to air pollution.
    • For the full benefits to be experienced, the introduction of the higher grade fuel must go hand in hand with the rollout of BS-VI compliant vehicles as well.
    • While automakers will sell only BS-VI vehicles from April 1, all BS-IV vehicles sold before that date will stay on the road for as long as their registration is valid.
    • This, however, could be a concern because using BS-VI fuel in the current BS-IV engines (or conversely, running BS-VI engines on the current-grade fuel), may be both ineffective in curbing vehicular pollution, as well as damage the engine in the long run.

    History of BS norms in India

    • India introduced emission norms first in 1991, and tightened them in 1996, when most vehicle manufacturers had to incorporate technology upgrades such as catalytic converters to cut exhaust emissions.
    • Fuel specifications based on environmental considerations were notified first in April 1996, to be implemented by 2000, and incorporated in BIS 2000 standards.
    • Following the landmark Supreme Court order of April 1999, the Centre notified Bharat Stage-I (BIS 2000) and Bharat Stage-II norms, broadly equivalent to Euro I and Euro II respectively.
    • BS-II was for the National Capital Region and other metros; BS-I for the rest of India.
    • From April 2005, in line with the Auto Fuel Policy of 2003, BS-III and BS-II fuel quality norms came into existence for 13 major cities, and for the rest of the country respectively.
    • From April 2010, BS-IV and BS-III norms were put in place in 13 major cities and the rest of India respectively.
    • As per the Policy roadmap, BS-V and BS-VI norms were to be implemented from April 1, 2022, and April 1, 2024 respectively.
    • But in November 2015, the Road Transport Ministry issued a draft notification advancing the implementation of BS-V norms for new four-wheel vehicle models to April 1, 2019, and for existing models to April 1, 2020.
  • Migratory species in India

     

     

    With new additions to the wildlife list put out by the Convention on the Conservation of Migratory Species (CMS), scientists say that the total number of migratory fauna from India comes to 457 species.

    • Globally, more than 650 species are listed under the CMS appendices and India, with over 450 species, plays a very important role in their conservation.
    • The Zoological Survey of India (ZSI) had for the first time compiled the list of migratory species of India under the CMS before the Conference of Parties (COP 13) held in Gujarat recently.
    • It had put the number at 451. They are the Asian elephant, great Indian bustard, Bengal florican, oceanic white-tip shark, urial and smooth hammerhead shark.
    • Birds comprise 83% (380 species) of this figure.

    Various species mentioned

    • India has three flyways (flight paths used by birds): the Central Asian flyway, East Asian flyway and East Asian–Australasian flyway.
    • In India, their migratory species number 41, followed by ducks (38) belonging to the family Anatidae.
    • The estimate of 44 migratory mammal species in India has risen to 46 after COP 13.
    • The largest group of mammals is definitely bats belonging to the family Vespertilionidae. Dolphins are the second highest group of mammals with nine migratory species of dolphins listed.
    • Fishes make up another important group of migratory species. Before COP 13, the ZSI had compiled 22 species, including 12 sharks and 10 ray fish.
    • Seven reptiles, which include five species of turtles and the Indian gharial and salt water crocodile, are among the CMS species found in India. There was no addition to the reptiles list.
