Why in the News
India and Mexico have moved from a leaders’ understanding to a signed framework for negotiating a Preferential Trade Agreement (PTA). The two countries signed the Terms of Reference (ToR) for the talks in Mexico. The step gives India a formal negotiating track with Latin America’s second-largest economy.
What are the Terms of Reference for a trade deal?
- What they are: The Terms of Reference are the ground rules both sides agree before negotiating any tariff. They work like a syllabus fixed before an examination.
- Contents: The ToR set out the framework, scope, modalities and roadmap for the PTA talks, meaning what the talks cover, how they run and in what sequence.
- Stated aim: The government said the negotiations aim to create new economic opportunities for both countries and strengthen their economic and trade relations.
- The takeaway: Signing the ToR turns political intent into a formal negotiation with an agreed agenda.
How did the talks come about?
- Leaders’ understanding: The Prime Minister and the President of Mexico reached an understanding on a trade deal on the sidelines of the Group of Seven (G7) Summit in Canada in June 2025.
- Signing: The ToR were signed on 28 October 2026, more than a year after that meeting.
Why does a trade deal with Mexico matter?
- Gateway to the region: Mexico belongs to the Pacific Alliance, a Latin American trade bloc with Chile, Peru and Colombia. India sees the bloc as its gateway to the region.
- Existing regional pacts: India already has limited PTAs with Chile and with MERCOSUR, the South American trade bloc that charges outsiders a common tariff. A pact with Mexico extends that coverage to North America.
- Energy diversification: Latin America and the Caribbean supply about 15 to 20% of India’s crude, a buffer against supply shocks in West Asia.
- Pharmaceutical exports: India exports more medicines to Latin America and the Caribbean than China does, so lower tariffs would widen an existing market.
Challenges
- Mexico’s tariff wall: Mexico has raised tariffs from 2026, up to 50% on many goods, on countries without a trade agreement with it, India included.
- China’s head start: China’s trade with Latin America, about $450 billion, dwarfs India’s $50 billion.
- Distance and freight: High freight costs and few direct shipping lines make Indian exports less price-competitive.
- Narrow scope: A PTA covers only an agreed list of goods, so services and investment can stay outside it.
Way Forward
- Priority tariff lines: India should seek early tariff cuts on its main exports to offset Mexico’s higher duties.
- Mutual recognition: India should seek a Mutual Recognition Agreement, under which each side accepts the other’s product certification, for pharmaceutical and agricultural standards.
- Path to a wider deal: India should use the PTA as a step toward a free trade deal with the Pacific Alliance.
Conclusion
India and Mexico have agreed only how to negotiate, not what to trade, so the deal’s value depends on the products the talks finally cover. The first negotiating round and the tariff offers each side tables are the markers to watch.
Back2Basics: Preferential Trade Agreement (PTA)
- What it is: A PTA is a trade pact in which partners cut tariffs on an agreed list of goods, not on all trade between them.
- PTA versus FTA: A Free Trade Agreement (FTA) removes tariffs on substantially all trade between partners. A PTA is the narrower, first step.
- WTO exception: PTAs are an exception to the most-favoured-nation principle of the World Trade Organization (WTO), which normally requires equal tariffs for all members.
