The question is about high Out of pocket expenditure on health India, but strangely your answer nowhere mentions it. You have broadly answered issues with healthcare.
In intro, mention that Oop expenditure in India is almost 60%, almost thrice of other developed economies.
In next part, you have mentioned reasons as heading(reasons for what??).
Points are fine, especially low budgetary allocation, lack of public infra and doctors, write crisply, you can add more points such as lack of preventive healthcare in India, lack of expenditure on Mental health, Ayushman Bharat being heavily underfunded, no universal health coverage, lack of sanitary and hygiene practices, persistence of hunger and malnutrition etc.
Measures suggested by you are good, not much changes required in this part.
Conclusion is fine too.
