Next, mention a section on the threats and challenges to the whistleblowers. You can talk about the threat to life, unavailability of information, lack of privacy and the ineffectiveness of Whistle blower protection Act.
Measures to ensure protection are also decent, however WPA strengthening should be mentioned here, further you can talk about role of state governments- proactive disclosure of actionable information under Section 4 of RTI act, publicity to the information asked by RTI activist if he is attacked etc.
