In intro you can mention what do you understand by legalisation of MSP( no one will be allowed to buy below MSP).
Background mentioned is fine.
In challenges, points are good. However, mention impact on farmers themselves. Priced are determined by demand-supply, in case of surplus there will be no buyers since the MSP will be above market-determined price, eventually impacting the farmers.
Fiscal burden, wastage etc are good points.
Challenges related to subsidies in WTO are also a point of concern which can be mentioned.
Way forward and conclusion is fine, income support can be mentioned.
