Good that you have mentioned data in intro, you can also briefly explain domestic violence after that.
Legal measures are well-written, dowry prohibition act can be mentioned.
Next part is fine, you can also talk about issues like marital rape(still not illegal in India). Also, non-reportage of crimes against women due to family pressure etc and the lackadaisical attitude of authorities can be mentioned.
Conclusion is okay, but better if you can end with a way forward.

You should start by writing an introduction, you can either define domestic violence or mention some facts and figures associated with.
Legal measures part is well written. Dowry prohibition act can be mentioned.
After that mention some causes(specially societal) for domestic violence, elaborate on the points you have mentioned. This part should be the crux of your answer.
You can also talk about issues like marital rape(still not illegal in India); non-reportage of crimes against women due to family pressure etc and the lackadaisical attitude of authorities.
Keep way forward short, you have mentioned a broad way forward which is not limited to domestic violence but overall women empowerment. Although points are good but writing so much is not required.
