You confront the staff and ask them to explain the rationale behind such high charges. Their response is that the charges are fair for the kind of services they are providing. The fact of case is too concise. Write 1-2 more statements to describe fact of case in a better way.
All the parts of the questions has been addressed. Ethical issues involved for government can be described more elaborately.
Also discuss the challenges involved in capping the price of hospital services. Discuss the ethical issues related to capping and how it can lead to degradation in the quality of services of the private hospitals. Privatization of hospital can also be discussed.
Third part is nicely answered.
Conclusion is also good.
