Introduction is good.
In next part, you have detailed India’s public goods. Although points are good, keep them concise, mention broad advantages of digital public goods- better reach, lower expense, compounding of digital goods infrastructure whereas depreciation of physical infrastructure with time, elimination of ghost beneficiaries, streamlining of processes etc
Next part about opportunity is fine, you can also include points comparing with BRI initiative of China, scope in emerging countries etc
Other points are good.
Address the question from GS2 international relations perspective (how it will be beneficial) rather than making it more like a science & tech answer.
Conclusion can be written from that perspective.

You can mention broad advantages of digital public goods- better reach, lower expense, compounding of digital goods infrastructure whereas depreciation of physical infrastructure with time, elimination of ghost beneficiaries, streamlining of processes etc with examples of each from Indian context.
Next, you can mention few points on how it can aid in diplomacy- compare it with China’s BRI, talk about some shortcomings in emerging economies and how digital public goods can help to plug those gaps.
