  • What is Parboiled Rice, and why Centre wants to stop purchasing it?

    Recently, Telangana CM and members of his Cabinet staged a protest demanding a uniform paddy procurement policy. The protest came after the Centre said it was stopping the purchase of excess parboiled rice, of which Telangana is a major producer.

    What is Parboiled Rice?

    • The dictionary meaning of ‘parboil’ is ‘partly cooked by boiling’.
    • Thus, the expression parboiled rice refers to rice that has been partially boiled at the paddy stage, before milling.
    • Parboiling of rice is not a new practice, and has been followed in India since ancient times.
    • However, there is no specific definition of parboiled rice of the Food Corporation of India or the Food Ministry.

    How is it prepared?

    • There are several processes for parboiling rice.
    • The Central Food Technological Research Institute (CFTRI), Mysuru, uses a method in which the paddy is soaked in hot water for three hours, in contrast to the more common method in which paddy is soaked for 8 hours.
    • The water is then drained and the paddy steamed for 20 minutes.
    • Also, the paddy is dried in the shade in the method used by the CFTRI, but is sun-dried in the common method.
    • The Paddy Processing Research Centre (PPRC), Thanjavur follows a method known as the chromate soaking process.
    • It uses chromate, a family of salt in which the anion contains both chromium and oxygen, which removes the odour from the wet rice.
    • All processes generally involve three stages—soaking, steaming and drying. After passing through these stages, the paddy goes for milling.

    Are all rice varieties suitable for parboiling?

    • Generally, all varieties can be processed into parboiled rice, but it is ideal to use long slender varieties to prevent breakage during milling.
    • However, aromatic varieties should not be parboiled because the process can make it can lose its aroma.

    What are the benefits?

    • Parboiling makes rice tougher. This reduces the chances of the rice kernel breaking during milling.
    • It also increases the nutrient value of the rice.
    • It has a higher resistance to insects and fungi.

    Certain disadvantages

    • The rice becomes darker and may smell unpleasant due to prolonged soaking.
    • Besides, setting up a parboiling rice milling unit requires a higher investment than a raw rice milling unit.

    How much is the stock of parboiled rice in the country?

    • According to the Food Ministry, the total stock of parboiled rice is 40.58 lakh metric tonnes (LMT) as on April 1, 2022.
    • Out of this, the highest stock is in Telangana at 16.52 LMT, followed by Tamil Nadu (12.09 LMT) and Kerala (3 LMT).
    • The stock was in the range 0.04–2.92 LMT in 10 other states —Andhra Pradesh, Chhattisgarh, Odisha, Jharkhand, West Bengal, Karnataka, Bihar, Punjab and Haryana.
    • From the other 10 rice-producing states, including Telangana, the Ministry has no plan to procure parboiled rice.
    • In the coming days, the total parboiled rice stock will increase to 47.76 LMT.

    How high is the demand?

    • The Food Ministry pegs the parboiled rice demand at 20 LMT per annum for distribution under the National Food Security Act, 2013.
    • According to the Ministry, the demand for parboiled rice has come down in recent years.
    • In the last few years, production in parboiled rice-consuming states such as Jharkhand, Kerala and Tamil Nadu has increased, resulting in less movement to the deficit states.
    • Earlier, the Food Corporation of India (FCI) used to procure parboiled rice from states such as Telangana to supply to these states.
    • But in recent years, parboiled rice production has increased in these states.
    • The current stock is sufficient to meet the demand for the next two years.

  • Species in news: Septemeranthus

    A new genus of a parasitic flowering plant has recently been discovered from the Nicobar group of islands.

    Septemeranthus

    • The genus Septemeranthus grows on the plant species Horsfieldia glabra (Blume) Warb.
    • The parasitic flowering plants have a modified root structure spread on the stem of the tree and are anchored inside the bark of the host tree.
    • It has a distinct vegetative morphology, inflorescence architecture and floral characters.
    • The leaves of the plant are heart-shaped with a very long tip and the ovary,fruit and seeds are ‘urceolate’ (earthen pot-shaped).
    • Birds consume viscous seeds of this new genus and seeds have potential of pseudo viviparous germination that deposit on the leaves and branches of their same plant which is already attached to host plants.

    Key features

    • They need a host tree or shrub in order to thrive and exhibit a worldwide distribution in tropical as well as temperate habitats.
    • They are important in forest ecology, pathology and medicine.
    • They play an important role as they provide food for frugivorous birds.

  • Specie in news: Spot-billed Pelicans

    A nematode infestation has led to mass mortality of spot-billed pelicans (Pelicanus philippensis) at Telineelapuram Important Bird Area (IBA) in Andhra Pradesh.

    Spot-billed Pelicans

    • The spot-billed pelican (Pelecanus philippensis) or grey pelican is a member of the pelican family.
    • It breeds in southern Asia from southern Iran across India east to Indonesia.
    • It is a bird of large inland and coastal waters, especially large lakes.
    • The breeding population of these pelican species is limited to India, Sri Lanka and Cambodia.
    • In the non-breeding season they are recorded in Nepal, Myanmar, Thailand, Laos and Vietnam.

    Conservation status

    • IUCN status: Near Threatened
    • Wildlife (Protection) Act, 1972: Schedule IV (Hunting prohibited but the penalty for any violation is less compared to the first two schedules)

  • Kerala gets its first-ever Scientific Bird Atlas

    The Kerala Bird Atlas (KBA), the first-of-its-kind State-level bird atlas in India, has created solid baseline data about the distribution and abundance of bird species across all major habitats, giving an impetus to futuristic studies.

    Kerala Bird Atlas (KBA)

    • The KBA has been prepared based on systematic surveys held twice over 60 days a year during the wet (July to September) and dry (January to March) seasons between 2015 and 2020.
    • It was conducted as a citizen science-driven exercise with the participation of over 1,000 volunteers of the birdwatching community.
    • The KBA accounts for nearly three lakh records of 361 species, including 94 very rare species, 103 rare species, 110 common species, 44 very common species, and 10 most abundant species.
    • It was found that the species count was higher during the dry season than in the wet season while species richness and evenness were higher in the northern and central districts than in the southern districts.

    Significance of KBA

    • The KBA offers authentic, consistent and comparable data through random sampling from the geographical terrain split.
    • It is arguably Asia’s largest bird atlas in terms of geographical extent, sampling effort and species coverage derived from the aggregation of 25,000 checklists.
    • The KBA is considered to be a valuable resource for testing various ecological hypotheses and suggesting science-backed conservation measures.

  • Red Sanders falls back in IUCN’s ‘endangered’ category

    Red Sanders (Red Sandalwood) has fallen back into the ‘endangered’ category in the International Union for Conservation of Nature’s (IUCN) Red List.

    A recently released and trending Telugu movie plot provides a fictional account of red sandal smuggling.

    About Red Sanders

    • The species, Pterocarpus santalinus, is an Indian endemic tree species, with a restricted geographical range in the Eastern Ghats.
    • It is endemic to a distinct tract of forests in Andhra Pradesh.
    • It is mainly found in Chittoor, Kadapa, Nandhyal, Nellore, Prakasam districts of Andhra Pradesh.
    • It was classified as ‘near threatened’ in 2018 and has now joined the ‘endangered’ list once again in 2021.
    • It is listed under Appendix II of CITES and is banned from international trade.

    Status of legal protection in India

    • The Union Environment Ministry had decided to keep Red Sanders (red sandalwood) OUT of the Schedule VI of Wild Life Protection Act, 1972, arguing that this would discourage the cultivation of the rare plant species.
    • Schedule VI regulates and restricts the cultivation, possession, and sale of a rare plant species.

    Significance of listing

    • It was a moment of celebration when the species was lifted off from the endangered category for the first time since 1997.
    • Over the last three generations, the species has experienced a population decline of 50-80 percent.
    • It is also scheduled in appendix II of the CITES and Wildlife Protection Act.

    Threats to this species

    • Red Sanders are known for their rich hue and therapeutic properties, are high in demand across Asia, particularly in China and Japan.
    • They are used in cosmetics and medicinal products as well as for making furniture, woodcraft and musical instruments.
    • Its popularity can be gauged from the fact that a tonne of Red Sanders costs anything between Rs 50 lakh to Rs 1 crore in the international market.

    Back2Basics: Red List Categories of IUCN

    Species are classified by the IUCN Red List into nine groups specified through criteria such as rate of decline, population size, area of geographic distribution, and degree of population and distribution fragmentation. They are:

    • Extinct (EX) – beyond reasonable doubt that the species is no longer extant.
    • Extinct in the wild (EW) – survives only in captivity, cultivation and/or outside native range, as presumed after exhaustive surveys.
    • Critically endangered (CR) – in a particularly and extremely critical state.
    • Endangered (EN) – very high risk of extinction in the wild, meets any of criteria A to E for Endangered.
    • Vulnerable (VU) – meets one of the 5 red list criteria and thus considered to be at high risk of unnatural (human-caused) extinction without further human intervention.
    • Near threatened (NT) – close to being at high risk of extinction in the near future.
    • Least concern (LC) – unlikely to become extinct in the near future.

  • Biological Diversity Amendment Bill, 2021

    The government has introduced the Biological Diversity (Amendment) Bill, 2021 which seeks to facilitate access to biological resources and traditional knowledge by the Indian traditional medicine sector.

    Biological Diversity Act, 2002: A quick recap

    • The BDA, 2002 was enacted for the conservation of biological diversity and fair, equitable sharing of the monetary benefits from the commercial use of biological resources and traditional knowledge.
    • The main intent of this legislation is to protect India’s rich biodiversity and associated knowledge against their use by foreign individuals.
    • It seeks to check biopiracy, protect biological diversity and local growers through a three-tier structure of central and state boards and local committees.
    • The Act provides for setting up of a National Biodiversity Authority (NBA), State Biodiversity Boards (SBBs) and Biodiversity Management Committees (BMCs) in local bodies.
    • The NBA will enjoy the power of a civil court.

    What are the proposed Amendments?

    The bill seeks to reduce the pressure on wild medicinal plants by encouraging the cultivation of medicinal plants. The bill:

    • Biological resources sharing: Exempts Ayush practitioners from intimating biodiversity boards for accessing biological resources or knowledge (Vaids and Hakims)
    • Research promotion: Facilitates fast-tracking of research, simplify the patent application process
    • Decriminalization: Decriminalises certain offences
    • Bring in foreign investment: Seeks to bring more foreign investments in biological resources, research, patent and commercial utilisation, without compromising the national interest

    Need for the Amendment

    • Simplifying process: Concerns were raised by Ayush medicine, seed, industry and research sectors urging the government to simplify, streamline the profession.
    • Easing compliance: They urged govt to reduce the compliance burden to provide for a conducive environment for collaborative research and investments.
    • Access and Benefit-sharing: It also sought to simplify the patent application process, widen the scope of access and benefit-sharing with local communities.
    • Exemptions: Ayush practitioners have been exempted from the ambit of the Act, a huge move because the Ayush industry benefits greatly from biological resources in India.
    • Certain offences: Violations of the law related to benefit-sharing with communities, which are currently treated as criminal offences and are non-bailable, have been proposed to be made civil offences.
    • Imbibing Nagoya Protocol: This bill provides to reconcile the domestic law with free prior informed consent requirements of the 2010 Nayogya Protocol on ABS.

    Criticisms of the bill

    • No consultation: The bill has been introduced without seeking public comments as required under the pre-legislative consultative policy.
    • No profit-sharing: There are ambiguous provisions in the proposed amendment to protect, conserve or increase the stake of local communities in the sustainable use and conservation of biodiversity.
    • Commercialization: Activists say that the amendments were done to “solely benefit” the AYUSH Ministry.
    • Loopholes to Biopiracy: The Bill would mean AYUSH manufacturing companies would no longer need to take approvals.
    • Ignoring Bio-utilization: The bill has excluded the term Bio-utilization which is an important element in the Act.  Leaving out bio utilization would leave out an array of activities like characterization, incentivisation and bioassay which are undertaken with commercial motive.
    • Exotic plants cultivation: The bill also exempts cultivated medicinal plants from the purview of the Act but it is practically impossible to detect which plants are cultivated and which are from the wild.
    • De-licensing: This provision could allow large companies to evade the requirement for prior approval or share the benefit with local communities.

    Back2Basics: Access and Benefit-Sharing

    • India is a party to the Convention of Biological Diversity, and the Nagoya Protocol on Access and Benefit Sharing.
    • It is mandated that benefits derived from the use of biological resources are shared in a fair and equitable manner among the indigenous and local communities.
    • When an Indian or foreign company or individual accesses biological resources such as medicinal plants and associated knowledge, it has to take prior consent from the national biodiversity board.
    • The board can impose a benefit-sharing fee or royalty or impose conditions so that the company shares the monetary benefit from commercial utilisation of these resources with local people who are conserving biodiversity in the region.

  • Kunming Declaration on Biodiversity Conservation

    The Kunming Declaration was adopted by over 100 countries at the first part of the ongoing virtual 15th meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity.

    Kunming Declaration

    • It calls upon the parties to “mainstream” biodiversity protection in decision-making and recognise the importance of conservation in protecting human health.
    • The theme of the declaration is Ecological Civilization: Building a Shared Future for All Life on Earth.
    • By adopting this, the nations have committed themselves to support the development, adoption and implementation of an effective post-2020 implementation plan for the Cartagena Protocol on biosafety.
    • Signatory nations will ensure that the post-pandemic recovery policies, programs and plans contribute to the conservation and sustainable use of biodiversity.

    About Convention on Biological Diversity (CBD)

    • The CBD (wef 1993) known informally as the Biodiversity Convention, is a multilateral treaty.
    • The convention has three main goals:
    1. the conservation of biodiversity
    2. the sustainable use of its components
    3. the fair and equitable sharing of benefits arising from genetic resources
    • Its objective is to develop national strategies for the conservation and sustainable use of biological diversity, and it is often seen as the key document regarding sustainable development.
    • It has two supplementary agreements, the Cartagena Protocol and Nagoya Protocol.

    (1) Cartagena Protocol

    • It is an international treaty governing the movements of living modified organisms (LMOs) resulting from modern biotechnology from one country to another.

    (2) Nagoya Protocol

    • It deals with Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS).

  • Species in news: Adi Cascade

    Making of check dams on streams and removal of boulders may wipe out the local population of Adi cascade frogs (Amolops adicola), a recently discovered species in Arunachal Pradesh, scientists claimed.

    About Adi cascade

    • The species was discovered while revisiting a century-old Adi expedition in 2018 and named after the land of the Adi tribe where the frogs dwell, particularly post-monsoon.
    • The call of the frog is quite unique with continuous notes almost like a cricket.
    • They are delivered at very short intervals, not long call groups — giving an impression of being continuous: A typical call lasts 485.2 milliseconds.
    • The species is predominantly found in open riverine landscapes and human-inhabited rural areas.
    • Males were mostly observed on tree saplings, fern fronds, and banana plants in and around the cultivated land.
    • Locally known as Juri (stream) Tatik (frog) — is considered a local delicacy.

    What are Cascade Frogs?

    • The nomenclature ‘cascade frogs’ draws on their preference for small waterfalls.
    • Cascade frogs, in general, depend on the flow of water.
    • Both adults and tadpoles of Adi cascade frogs, the species in question, are particularly adapted to fast flowing sections of stream.

    Rich biodiversity of Arunachal

    • Arunachal, a biodiversity hotspot, is home to many endemics, endangered and threatened species as well as to indigenous people who depend on its biological resources.
    • The Forest Survey of India in 2019 estimated that Arunachal had 66,688 sq km of forests — 79.6 per cent of the state’s area.
    • Global Forest Watch, however, estimated the forests cover at 74 per cent of its total land area.

  • Animal Discoveries 2020 report by ZSI

    India has added 557 new species to its fauna reveals Animal Discoveries 2020, a document published recently by the Zoological Survey of India (ZSI).

    Major species discovered

    The number of faunal species in India has climbed to 1,02,718 species. Among the new species, some interesting species discovered in 2020 are:

    • Trimeresurus salazar, a new species of green pit viper discovered from Arunachal Pradesh;
    • Lycodon deccanensis, the Deccan wolf snake discovered from Karnataka; and
    • Sphaerotheca Bengaluru, a new species of burrowing frog named after the city of Bengaluru.
    • Xyrias anjaalai, a new deep-water species of snake eel from Kerala;
    • Glyptothorax giudikyensis, a new species of catfish from Manipur; and
    • Clyster galateansis, a new species of scarab beetles from the Great Nicobar Biosphere.

    Visitor species

    • Myotis cf. frater, a bat species earlier known from China, Taiwan and Russia, has been reported for the first time from Uttarakhand in India
    • Zoothera citrina gibsonhilli, an orange-headed thrush earlier known from southern Myanmar to south Thailand (central Malay peninsula) was reported for the first time from India based on a collection made from the Narcondam island in the Andaman & Nicobar Islands.

    Significance

    • The ZSI publication shows that India is a mega biodiverse country, rich in biodiversity, with 23.39% of its geographical area under forest and tree cover.
    • India is positioned 8th in mega biodiversity countries in the world with 0.46 BioD index which is calculated by its percentage of species in each group relative to the total global number of species in each group.

    About Zoological Survey of India

    • The ZSI was set up by British zoologist Thomas Nelson Annandale, in 1916.
    • It is the premier taxonomic research organization in India.
    • It was established to promote surveys, exploration and research leading to advancement of our knowledge of various aspects of the exceptionally rich animal life of India.
    • The ZSI had its genesis as the Zoological Section of the Indian Museum at Calcutta in 1875.
    • Since its inception, the ZSI has been documenting the diversity and distribution of the fauna of India towards carrying out its mandate of conducting exploration-cum-taxonomic-research programmes.
    • The ZSI has published an extremely large amount of information on all animal taxa, from Protozoa to Mammalia.

  • Understanding the importance of vultures in our ecosystem

    Context

    India lost more than 95% of its vulture population through the 1990s and by the mid-2000s. Today, the country requires urgent conservation efforts to save vultures from becoming extinct.

    About vultures

    • Vultures belong to the Accipitridae family whose members include eagles, hawks and kites.
    • They are relatively social birds with an average lifespan of 10-30 years in the wild.
    • Vultures are slow breeders and so the survival of every individual is very crucial.
    • Generally, vultures rely on other carnivores to open carcasses.
    • Their powerful bills and long slender necks are designed to help them tear off the meat chunks from inside the carcass.
    • India has nine species of vultures. Many are critically endangered.
    • Vultures have a highly acidic stomach that helps them digest rotting carcass and kill disease-causing bacteria.

    Role played by vultures in ecosystem

    • Removing vultures from the ecosystem leads to inefficient clearing of carcasses and contaminates water systems.
    • If dead animals are left to rot for long durations, it may give rise to disease-causing pathogens.
    • The animals that consume such flesh become further carriers of disease.
    • Thus, they play a crucial role in maintaining the health of the ecosystem.

    Factors responsible for decline in future population

    • India has nine species of vultures. Many are critically endangered.
    • Use of diclofenac: The main reason for the decline in the vulture population is the use of the drug, diclofenac.
    • Diclofenac, which relieves cattle of pain, is toxic to vultures even in small doses and causes kidney failure and death.
    • Hunting: Myths about the medicinal healing powers of vultures’ body parts has led to the hunting of vultures.
    • Quarrying: Quarrying and blasting of stones where vultures nest have also caused their decline.

    Steps to increase numbers

    • India banned diclofenac for veterinary use in 2006.
    • Five States are to get vulture breeding centres under the Action Plan for Vulture Conservation for 2020-2025, approved in October 2020.
    • Vulture ‘restaurants’, which exist in some countries, are also a way of preserving the population.
    •  In these ‘restaurants’, diclofenac-free carcasses of cattle are dumped in designated areas where vultures gather to feed.

    Conclusion

    Awareness and action must go hand in hand. With International Vulture Awareness Day coming up on September 4, it is important for us to spread awareness about the importance of vultures in our ecosystem.
