#2. Intelligent questions over Difficult ones
Some coaching institutes/ Test Series take immense pride in framing questions that test very advanced and alien concepts which are hard to find in reference book.

which of the statements given above is/are carroect?
a) 1 only
b) 2 only
c) both 1 and 2
d) neither 1 nor 2.
Good luck wracking your head against a wall if you think such questions are going to pave way for success!
We believe that you should be thorough with the base & reference books + Newspapers and should be able to attempt difficult questions from here.
The Intelligent questions should be such that they make you think of tikdams and smart hacks to solve for. That’s the sure shot way of confidence building. You will come out of our FLTs and write in comments about how you hacked through some of our questions – and feel empowered because the options were framed in a way to help you do that!
#3. Not engaging in vague nitpicking
Amateur test series have all sorts of questions made from insignificant lines of reference books/ ncerts. Moreover they are framed in such a manner that its difficult to infer what they actually mean if one has not read those exact sentences.
Consider one such vague question –
The juvenile justice care & protection bill 2014 has been passed by both the houses of the parliament, seek to bring the following changes
1. To lower culpability as an adult from 18 to 16 years
2. To amend the juvenile Justice Care and Protection Act 2000 suitably
3. To implement the recommendations of JS Verma Committee on criminal law reforms.
Now, many would find stmt 2 to be correct. But the catch here is the JJ C&P Act is not an amendment but a replacement of the JJ C& P Act 2000. And that is what this question maker wanted to test you on.
This is a badly structured question. This comes neither in the ambit of smart testing nor in the ambit of tikdams. We don’t think UPSC sets illogical traps like these and neither do we plan to do so.

Context – Delhi Jal board has launched The Jaladhikar connection – a right to water connection. It allows households with in the slums to apply for legal, metered water connection irrespective of the status of their residence.
It helps to break the stereotypes in bureaucratic thinking that water connections shall be provided only regularised colonies. It is depriving the citizens necessary basic Need and also bleeding the Jal board from lack of economies of scale and irregular, unbilled connections.
If observed, Bangalore water supply and sewerage boards introduction of shared taps in slums has improved its financial health along with health of people.
Belonging at the margins
Political movements in the northeast are rarely reflected in the national politics. It is also visible in the attention received to the civil society actions. For instance, Iromsharmila fast for 17 years did not bring any change in AFSPA and 12 days fast of Anna Hazare has galvanized the entire nation. In this scenario, following observations are important,
- In the north east peculiar politico juridical representative democracy co exists with martial laws.
- The state has not acknowledged the strong civil society movement in the North east. But, it responded to armed struggle through AFSPA.
This marginality of North east in political space of India need to be ended.
The road to Genuine reform
There are many causes for Judicial delays and the existing executive and judicial impasse is detrimental to the rule of law. The reasons for Judicial delay are
- Lack of interest in judicial positions – the incentives for the people of integrity to apply for judicial positions are very weak.
- Secrecy – collegium system functions in a closed manner to instil confidence among the aspirants to judicial positions.
- Inconsistency of laws – civil procedure code do not provide any guidelines on the grant of repeated adjournments.
- Lack of effective alternate dispute redress all systems – methods such as arbitration, mediation practices in many countries are not explored in India.
- Admission of appeals – Supreme Court of India liberally admits the appeals. As there are doubts on the quality of judgements in the lower courts, every one affordable likes to seek an appeal to the higher judiciary.

The ongoing redrafting of Memorandum of procedure and discussions involved need to be transparently placed in the public domain. It helps to make all the parties to function responsibly.
Rise and fall of Dilma Rousseff –
Dilma Rousseff is the first woman president of Brazil and was impeached by the legislature. It also ends the long term rule of workers party in Brazil. Michel Temer of Brazilian democratic movement party has sworn in as the new president.
The major allegations against Dilma Rousseff are the illegal book keeping to hide the growing deficit of the country. This allegation and wide spread corruption with economic slow down led to the impeachment.
The alternative formed – Michel Temer also been implicated in Petrobras scandal. All this makes Brazil unstable.

Land acquisition act of 1894 was draconian in the hands of the Government to acquire the land From the farmers and to transfer it to the industrialists. The term Public purpose in the act is variedly defined by the governments to suit their interests. Supreme Court judgement that struck down the land acquisition in singur for Tata Nano plant is a step to remind the misuse of the act.
In this scenario, the right to fair compensation and transparency in land acquisition, rehabilitation and resettlement needs an applause for changing the situation.

GS II (Comparison of the Indian constitutional scheme with that of other countries) (Analytical) (Simplex)
German identity was constituted by being ethnically German. Their constitution gave expression to this identity. The Indian Constitution, on the other hand, does not make ethnic identity a criterion for citizenship. Examine.
Demand-
Different nations embody different conceptions of what the relationship between the different regions of a nation and the central government should be. This relationship constitutes the national identity of a country. Describe how India has got its identity.
Apporach-
- – Explain the need of Indian constitution and various reasons of not making ethnic identity as criterion for citizenship. (5 marks)
- – Take the reference of constituent assembly thinkers which kept this provision out of context of our constitution. Discuss the Germany’s stand with reference to our constitution. (3 marks)

GS III (Agricultural produce and issues and related constraints) (Hattrick)
The incidence of farmers taking their own lives in higher in regions where cooperatives banks are weakest. Discuss.

The rural outreach of the banks and cooperative credit system has to be discussed.
Approach-
- – Discuss on suicide of farmers crisis a nd distressed areas (3 marks)
- – Explain the relation between cooperative bank reach with farmers suicide rates. Impact of cooperative bank reach shall be emphasized. (4 marks)
- – Conclude on the ways to reduce the suicide with the improvements in existing system. (3 marks)
GS IV (Analytical) (Simplex)
You are Superintendent of Police One woman comes to you saying that she was raped by local gundas. She went to nearest police station. But police has refused to lodge the complaint saying that the area where she raped do not fall under their territory. She goes relevant police station but still her complaint is not listened. What you would do?
Demand:
Logical action is required.
Approach:
- · Woman needs to be calm down and assured for the appropriate action
- · Contact the heads of both police stations and ask reason for not lodging
- · Get the women’s FIR lodges and initiate the investigation with personal monitoring
- · Take the actions against the police officers and rapist if found guilty

[Beginner's Malaise] – Doubt Clearing Forum
To all the veterans and hardworkers on this portal.
After observing and analysing the answers written by some of the illustrious people here ,I have a few questions to ask. Thanks for bearing with me.
1. Are you guys able to retain information in this much capacity? And, the presentation too?
If not, how much time does it take for you to formulate and present a succint answer?2. I don’t cease to think that I MAYNOT be able to present such answers. Either, the information retention is poor OR my approach towards news articles is incorrect.
3. Can I get some tips regarding maintaining notes on topics? I know this might be subjective, but suggestions are welcome.

Ive been reading a lot of answers and often theres someone reviewing an answer, and s/he writes ” This doesnt seem like a GS II answer ”
What is that supposed to mean? Am i missing out on something? What characterises a GS answer specifically?
