National Means-cum-Merit Scholarship Scheme
- The Centrally Sponsored Scheme NMMSS was launched in May, 2008.
- The objective of the scheme is to award scholarships to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue the study at secondary stage.
- Under the Scheme one lakh fresh scholarships @ of Rs.12000/- per annum per student are awarded to selected students of class IX every year and their continuation/renewal in classes X to XII for study in a State Government, Government-aided and Local body schools.
- The selection of students for award of scholarships under the scheme is made through an examination conducted by the States/UTs Governments.
Progress of the scheme
- As on date approx 16.93 lakh scholarships have been sanctioned to the Students across the country.
- Heads of all the institutions disclosed that the NMMS Scheme has reduced the drop-out rate at the secondary and senior secondary classes, particularly from Classes VIII to XII.

- The members endorsed initiatives such as African Peace and Security Architecture (APSA), Silence The Guns in Africa and Agenda 2063.
- It calls for strengthening the UN Counter-Terrorism mechanisms and to ensure strict compliance with the UN Security Council sanctions regime on terrorism.
- It urged the international community to envisage the adoption of Comprehensive Convention on International Terrorism in the UNGA.
- The members recognized the importance of the oceans and seas to the livelihoods of our peoples and that Maritime security is a pre-requisite for the development of Blue or Ocean economy.
- It sought to increase cooperation in securing sea lines of communication, preventing maritime crimes, disaster, piracy, illegal, unregulated and unreported fishing through sharing of information and surveillance.

National Programme for Bovine Breeding and Dairy Development
- The NPBBDD has been formulated by merging four ongoing schemes of the Department of Animal Husbandry, Dairying and Fisheries in the dairy sector.
- It was launched in Feb 2014.
- This merger has been done to integrate milk production and dairying activities in a scientific and holistic manner to meet the increasing demand for milk in the country.
Components of the scheme
NPBBDD has the following three components.
- National Programme for Bovine Breeding (NPBB)
- National Programme for Dairy Development (NPDD) and
- Rashtriya Gokul Mission.
Differences between all these schemes:
1) National Programme for Bovine Breeding
It aims-
- To arrange quality Artificial Insemination services at farmers’ doorstep
- To bring all breedable females under organized breeding through Artificial Insemination or natural service using germplasm of high genetic merits
2) National Programme for Dairy Development
It aims-
- To create and strengthen infrastructure for the production of quality milk including cold chain infrastructure linking the farmer to the consumer
- To strengthen dairy cooperative societies/Producers Companies at the village level
- To increase milk production by providing technical input services like cattle-feed, and mineral mixture etc.
3) Rashtriya Gokul Mission
It aims-
- To undertake breed improvement programme for indigenous cattle breeds so as to improve the genetic makeup and increase the stock.
- To enhance milk production and productivity of indigenous bovines.
- To upgrade non-descript cattle using elite indigenous breeds like Gir, Sahiwal, Rathi, Deoni, Tharparkar, Red Sindhi.

- CSF is one of the most important diseases of pigs causing high mortality with annual loss of approx. Rs.4.299 billion.
- A lapinized CSF vaccine (Weybridge strain, UK) is being used in India since 1964 for controlling the disease.
- The vaccine is produced by sacrificing large numbers of rabbits for each batch.
- In order to do away sacrificing of rabbits and increase the productivity, IVRI had earlier developed a cell culture CSF vaccine by adapting the lapinized vaccine virus in cell culture.

The key feature of the draft policy
- The draft National Logistics Policy has been prepared in consultation with the Ministries of Railways, Road Transport and Highways, Shipping and Civil Aviation.
- Forty-six Partnering Government Agencies (PGAs)
- Inputs were analysed in detail for consideration in the Policy.
- Vision and Objectives for Logistics in India: To drive economic growth and trade competitiveness of the country through a truly integrated, seamless, efficient, reliable and cost-effective logistics network, leveraging best in class technology, processes and skilled manpower.
- Key objectives of the national logistics policy: Given the pivotal role of the logistics sector in the development of the economy and the need to incorporate learnings from global best practices, the policy outlines an ambitious set of objectives.
The following are some of the key objectives for logistics in India, to be achieved in the next five years:
1. Creating a single point of reference for all logistics and trade facilitation matters in the country which will also function as a knowledge and information sharing platform
2. Driving logistics cost as a % of GDP down from estimated current levels of 13-14% to 10% in line with best-in-class global standards and incentivize the sector to become more efficient by promoting integrated development of logistics
Objectives of the Logistics Policy
- Creating a National Logistics e-marketplace as a one-stop marketplace. It will involve simplification of documentation for exports/imports and drive transparency through digitization of processes involving Customs, PGAs etc in regulatory, certification and compliance services
- Creating a data and analytics centre to drive transparency and continuous monitoring of key logistics metrics
- Encouraging industry, academia and government to come together to create a logistics Center of Excellence, and drive innovation in the logistics sector
- Creating and managing on an ongoing basis, an Integrated National Logistics Action Plan which will serve as a master plan for all logistics-related development.
- Providing an impetus to trade and hence economic growth by driving competitiveness in exports
- Doubling employment in the logistics sector by generating additional 10-15 million jobs and focus on enhancing skills in the sector and encouraging gender diversity
- Improve India’s ranking in the Logistics Performance Index to between 25 to 30
- Strengthening the warehousing sector in India by improving the quality of storage infrastructure including specialized warehouses across the country
- Reducing losses due to agri-wastage to less than 5% through effective agri-logistics
- Providing impetus to the MSME sector in the country through a cost-effective logistics network
- Promoting cross-regional trade on e-commerce platforms by enabling a seamless flow of goods
- Encouraging the adoption of green logistics in the country
Policy thrust areas
This policy defines the key thrust areas for logistics in India, which will be the focus of the relevant ministries as well as act as guidance to the state governments. The prioritized focus areas for logistics are detailed below:
- Focusing on critical projects to drive an optimal modal mix and to enable first mile and last-mile connectivity
- Driving the development of Multi-Modal Logistics Parks (MMLPs)

- Providing viability gap funding for select MMLP projects, first and last-mile projects and projects for poorly-serviced remote areas.
- Incentivizing select logistics skilling programs and training institutes
- Setting up a start-up acceleration fund to incentivize the development of new technology in logistics particularly the farm to plate space
- Creating the Center for Trade Facilitation and Logistics Excellence (CTFL) Setting up a big data-enabled logistics data hub and analytics centre
- Creating a single-window logistics e-marketplace
Institutional Framework & Governance for Logistics
For this purpose, four committees/councils will be constituted:
- National Council for Logistics, chaired by the Prime Minister
- Apex inter-ministerial Committee, chaired by the Minister of Commerce and Industry
- India Logistics Forum chaired by the Commerce Secretary with representation from key industry/business stakeholders and academia.
- Empowered task force on logistics will be created, as a standing committee chaired by the head of the Logistics Wing.

- It is an important bilateral defence cooperation endeavour between India and Bangladesh and will be the ninth edition of the exercise which is hosted alternately by both countries.
- During the joint military exercise SAMPRITI-IX, a Command Post Exercise (CPX) and a Field Training Exercise (FTX) will be conducted.
- For both the CPX and FTX, a scenario where both nations are working together in a Counter-Terrorism environment will be simulated under the UN Charter.

The Union Cabinet has approved the Medical Termination of Pregnancy (Amendment) Bill, 2020 to amend the Medical Termination of Pregnancy Act, 1971.
About the Bill
- The Medical Termination of Pregnancy (Amendment) Bill, 2020 is for expanding access of women to safe and legal abortion services on therapeutic, eugenic, humanitarian or social grounds.
- It aims to increase upper gestation limit for termination of pregnancy under certain conditions and to strengthen access to comprehensive abortion care, under strict conditions, without compromising service and quality of safe abortion.
Salient features of proposed amendments:
- Proposing requirement for opinion of one provider for termination of pregnancy, up to 20 weeks of gestation and introducing the requirement of opinion of two providers for termination of pregnancy of 20-24 weeks of gestation.
- Enhancing the upper gestation limit from 20 to 24 weeks for special categories of women which will be defined in the amendments to the MTP Rules and would include ‘vulnerable women including survivors of rape, victims of incest and other vulnerable women (like differently-abled women, Minors) etc.
- Upper gestation limit not to apply in cases of substantial foetal abnormalities diagnosed by Medical Board. The composition, functions and other details of Medical Board to be prescribed subsequently in Rules under the Act.
- Anonymity of the person: Name and other particulars of a woman whose pregnancy has been terminated shall not be revealed except to a person authorised in any law for the time being in force.
Benefits
- It is a step towards safety and well-being of the women and many women will be benefitted by this.
- Recently several petitions were received by the Courts seeking permission for aborting pregnancies at a gestational age beyond the present permissible limit on grounds of foetal abnormalities or pregnancies due to sexual violence faced by women.
- The proposed increase in gestational age will ensure dignity, autonomy, confidentiality and justice for women who need to terminate pregnancy.

- For the first time, a thematic data base on a 1:1000 scale for the entire country is available with integrated high resolution satellite data for planning.
- In the project that will last for at least two years, ISRO will collaborate with the gram panchayat members and stakeholders to understand their data requirements.
- The third version of the portal will provide database visualisation and services for the benefit of panchayat members, among others.
- The project is meant to provide geo-spatial services to aid gram panchayat development planning process of the Ministry of Panchayati Raj.
- The targeted audiences for this portal are Public, PRIs and different stakeholders belonging to the gram panchayats.
About SISDP Project
- Space based Information Support for Decentralised Planning at Panchyayat level (SIS-DP) is a national initiative of preparing basic spatial layers useful in planning process for local self governance.
- ISRO launched SISDP project to assist Gram Panchayats at grassroot level with basic planning inputs derived from satellite data for preparing developmental plans, its implementation and monitoring the activities.
- The National Remote Sensing Centre (NRSC) is the lead centre to execute the project in collaboration with various State Remote Sensing Centres.
- SISDP phase I Project was successfully concluded in the year 2016-17.
- Under Phase II, this project shall be implemented shortly with a enhanced scope of updating geodatabase with latest high resolution remote sensing data and spatial data analytics.
- For the first time, thematic database on 1:10,000 scale for the entire country is available with high integrated High Resolution satellite data for planning.

Various functions
- The Council will suggest measures to foster a culture of innovation amongst citizens and students in particular, promote innovation in all sectors of economy across the country
- It will also suggest measures to facilitate public organizations to assimilate innovation with a view to improving public service delivery, promote creation, protection and commercialization of intellectual property rights.
- It would suggest making it easier to start, operate, grow and exit businesses by reducing regulatory compliances and costs, promote ease of access to capital for startups, and incentivize domestic capital for investments into startups.
- It would also mobilize global capital for investments in Indian startups, keep control of startups with original promoters and provide access to global markets for Indian startups.

- They cause illness ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome and Severe Acute Respiratory Syndrome.
- 2019-nCoV is a new strain that has not been previously identified in humans.
- Much remains to be understood about the new coronavirus, which was first identified in China earlier this month.
- Not enough is known about 2019-nCoV to draw definitive conclusions about how it is transmitted, clinical features of disease, or the extent to which it has spread. The source also remains unknown.

India and the World Bank signed a loan agreement of $88 million for Assam Inland Water Transport Project.
Assam Inland Water Transport Project
- A majority of Assam’s more than 361 ferry routes cross the Brahmaputra or serve its islands, providing a crucial means of transport to thousands of commuters in both the urban and rural areas of the Brahmaputra Valley.
- The project will draw guidance from ‘working with nature’ principles that aim to design new infrastructure or rehabilitate existing infrastructure in a way that works with natural river processes.
- The terminals will have better access, lighting and signage while the new vessels will allow for individual seats, and separate toilets. Moreover, a strengthened regulatory regime will ensure reduction in overloading, adherence to time schedule and better crew standards.
- The Project will help Assam improve the passenger ferry infrastructure and its services and strengthen the capacity of the institutions running the inland water transport.
Significance
- Inland Water Transport is also a more sustainable mode of transport. And Assam has the largest network of navigable waterways in India.
- It provides low-carbon and low-cost options when compared to the cost of constructing and maintaining flood-resilient roads and bridges across the long stretches of the Brahmaputra river.
- Technically better-designed terminals and energy-efficient vessels (both new and retrofitted) will make the ferry services more sustainable with least disruption to nature.

The Union Ministry of Culture and Tourism launched a month-long special exhibition titled Indian Heritage in Digital Space. This special exhibition showcases the adaptation and infusion of technologies being developed under the Indian Digital Heritage (IDH) initiative.
Indian Digital Heritage (IDH)
- This initiative is undertaken by the Department of Science and Technology (DST) in the cultural heritage domain of the country.
- The exhibition demonstrates the outcome of two flagship projects viz., A digital mini-spectacle to showcase the glory of Hampi and Augmented Reality based interactions with physical models of monuments.
- The goals of these projects are to create digital installations using 3D laser scan data, AR, holographic projections and 3D fabrication,to provide interactive and immersive experiences showcasing the glory of Hampi and five Indian monuments namely Kashi Vishwanath Temple, Varanasi; TajMahal, Agra; Sun Temple, Konark; Ramachandra Temple, Hampi ; and RaniKiVav, Patan .
- These projections are driven by cutting-edge technologies such as 3D fabrication, Artificial Intelligence, Augmented, Virtual and Mixed Reality, Holographic Projections and Projection Mapping etc.
ViRaasat
A special installation named ‘ViRaasat’, consisting of a scaled-down 3D printed replica shall provide a mixed reality experience to visitors for selected monuments, using laser-scanning, 3D modelling and rendering, 3D printing, computer vision and spatial AR.
